Fourth Street New Richmond, Wisconsin 54017 - 1063 July 26, 1999 Duane & Julie Hopkins 1300 Maple Street Baldwin, Wisconsin 54002 Dear Mr. & Mrs. Hopkins: The Long Term Support Committee has considered the request that the Waiver Program purchase a portable generator for your household in order to maintain ventilator equipment for your son Matthew during a power outage. Committee members reviewed the letter of recommendation from William B. Wheeler, M.D. and the letter regarding amperage specifications from Sandra Lutz, RCP, RRT. The Committee took action to deny the request because of concern over county liability for damage that might occur to household appliances and that family members could be injured if the generator were not hooked up properly and/or maintained properly. Committee members also felt that the battery unit would provide adequate power during periods when the power grid was down, and that short-term services would be available in a hospital in the event the power outage was extended beyond the capacity of the battery. Fourth Street New Richmond, Wisconsin 54017 - 1063 LONG TERM SUPPORT PLANNING COMMITTEE MEETING MINUTES AUGUST 12, 1999 MEMBERS PRESENT: Bruce Bayer, Robert Boche, James Craig, Keith Gregerson, Fern Johnson, Ray Mealey, John Mortensen, Richard Peterson, Francis Schaffner, Marguerite Sumner, Glenda Zielski MEMBERS EXCUSED: Wanda Viellieux MEMBERS ABSENT: Robert Palewicz STAFF PRESENT: Ron Lockwood, Social Work Supervisor; Sandra Gehrmann, Aging Department Director CALL TO ORDER: Meeting called to order by chair Ray Mealey at 1:30pm ROLL CALL: Eleven present and one excused and one absent. ADOPT AGENDA: Ron Lockwood requested the following items to be added to todays agenda: 1. Portable generator requests 2. Grant request - Community Link Project proposal. Robert Boche requested discussion of a letter written to Alice Clausing. Motion by Robert Boche; second by Fern Johnson, to accept the agenda for todays meeting as submitted with the above additions; carried. PREVIOUS MINUTES ACTION: Motion by Robert Boche to accept the previous meeting minutes as written; second by Marguerite Sumner; carried. NEXT MEETING: Thursday, September 9 at 1:30pm. Human Services complex in New Richmond; 74 Board Room. NEW BUSINESS: Letter written to Senator Alice Clausing by John Borup. Robert Boche had a copy of a letter written by John Borup and was looking for some feedback on it. Ron Lockwood indicated that he believed the letter to be a letter of support for the Family Care Program latest proposals. LTS Planning Committee Meeting August 12, 1999 Page 2 Requests for purchase of generators: Ron Lockwood handed out a copy of an article written to the Hudson Star regarding the LTS Planning committee's denial of a request for purchase of a generator for Y2K emergencies. The committee discussed many aspects of this dilemma. The committee's consensus was to stand by their decision of denial and feel that any emergency could be taken care of in other ways. A motion by Richard Peterson to draft a policy to deny all requests for purchase of generators with waiver dollars. This will give the staff a policy to follow regarding these requests and they will be able to inform their clients when these requests are made. This motion was second by Bruce Bayer; carried unanimously. This policy draft will be brought back to the next meeting for approval by this committee. Northern Center community placements: Ron Lockwood informed the committee of the state declaring that two St.Croix County residents who reside at Northern Colony are ready to be moved to community placement. The county is given 6 months to find proper placement in the community for these two. The state committee that makes these decisions is made up of a team including a doctor, nurse, social worker. A county representative is not allowed on this team, but can assess and then debate issues; also, the guardian can refuse to have their charge moved. The guardian could then go to court to keep them in their current placement. Issues could be 24 hour supervision and care; this could cost more than the placement, safety issues for both the client and community are involved, and providing quality care in the community. A. State staff will be here on August 19 to discuss with St. Croix County staff ideas involving these persons. Report on this meeting will.,be discussed at the next LTS Meeting. Financial Report: Discussion. Expenses are within budget. Variance & Purchase Requests: None CY2000 LTS Budget: Necessary information is not in to LTS staff yet; will discuss at next meeting Aging Unit Report: Community Link Workforce Project Grant Proposal: Sandra Gehrmann presented the committee with a proposal for a grant that needs this committee's approval to apply for. The project targets recruitment, education and training of workers. Both the Department on Aging and the Long Term Support Unit will coordinate the project. No county dollars will be used for this grant. Motion made by Keith Gregersomto approve application for this project grant as presented. Second by Glenda Zielski; carried unanimously. Sandra also reported on the fundraising Golf Tournament and Dinner set up for August 31. There has been good response, but there is still room for more golfers and sponsorships.
