MEETING MINUTES
January 21, 1999
MEMBERS PRESENT:
Robert Boche, James Craig, Fern Johnson, Ray Mealey, John
Mortensen, Marguerite Sumner, and Wanda Viellieux
MEMBERS EXCUSED: Bruce Bayer, Keith Gregerson, Robert
Palewicz, and Glenda Zielski.
MEMBERS ABSENT: Lee Kellaher and Francis Schaffner
Staff: Ron Lockwood, Interim LTS Coordinator
Meeting called to order by Chair Ray Mealey at 1:30 p.m.
Roll Call taken with quorum present.
Motion by John Mortenson,second by Robert Boche to adopt
agenda as presented. Motion carried.
Motion to approve previous meeting minutes by Robert Boche,
second by Marguerite Sumner. Motion carried.
DATE OF NEXT MEETING: MARCH 18, 1999 AT 1:30 P.M. in the board
room of the Human Services Complex in New Richmond.
NEW BUSINESS•
1. Ron Lockwood reported that the State of Wisconsin is
awarding $18,667.00 in COP Start -Up funds for 1999. This
funding will pay for the increase in case management time
for two social workers who will be going from sixty per
cent time to eighty per cent time for 1999.
2. The LTS Unit Financial Report for November was reviewed.
Members requested more detailed information on the CIP-1B
waiting list. Members asked the Chair to put discussion
of the CIP-1B Waiting List on the March meeting agenda.
3. No variance and purchase requests presented.

4. A policy to offer COP assessments for CBRF admissions was
considered. This policy would provide for a pre -admission COP
assessment to all persons being admitted to a CBRF in St.
Croix County. The offer of an assessment would be made by
CBRF staff. Those indicating a willingness to participate in
the assessment process would be referred by CBRF staff to the
LTS Unit. County staff would complete the assessment as soon
as possible. COP funds may be available to persons who agree
to the pre -admission assessment and meet the program
eligibility requirements. COP funding would also be limited
by budget levels.
Motion by Robert Boche, second by Marguerite Sumner to approve the
attached CBRF pre -admission COP assessment policy. Motion carried.
Meeting adjourned at 2:45 p.m. by Robert Boche, second by John
Mor�;enson. Motion carried.
