MINUTES
EMERGENCY COMMUNICATIONS COMMITTEE
December 01, 1999
Present: Chuck Mehls - County Board; Bruce Brantner - Emergency
Communications; Jack Colvard - Emergency Government; Ron
Volkert - Sheriff's Department; Greg Carlson - WITC; Jim
VanderWyst - New Richmond Fire Department.
Excused: Nancy Bieraugel; Gene Hanson - County Board; Dick Trende
- Hudson Police Department
The meeting was called to order by Chuck Mehls at 9:05 a.m. The
agenda was adopted on a Carlson/VanderWyst MOTION.
The next meeting will be on January 17, 2000 at 9:00 a.m..
Minutes of the October 25, 1999 meeting were approved on a
VanderWyst/Carlson MOTION.
Unfinished Business:
COMMUNICATIONS VAN UPDATE:
The Committee discussed various items, equipment and layouts,
to be incorporated into the van. Also, what lettering should
be displayed on the van.
New Business:
DTN WEATHER RADAR/MONITOR ALERT SYSTEM:
Brantner informed the Committee that the system is here and is
partially installed. All equipment for the system should be
operational by the end of the year.
Y2K CONTINGENCY PREPARATIONS:
Brantner identified the planned communications to be used New
Year's Eve. The EOC (Emergency Operations Center) will be set
up on December 30t' and will staffed from Friday December 31"
at 10:00 p.m. until 3:00 a.m. of January 1". There will be
3 dispatchers working that night plus Brantner and a staff of
19 in the EOC and 6 -10 on call.
DIRECTOR'S REPORT:
The new Visions software was implemented on 10/12/99. There
have been and continue to be a few problems with the records
portion of the program. Visions and St. Croix Co. computer
services continue to work to resolve the problems. A
Wisconsin Visions User Group has been established which will
probably meet on a quarterly basis.
There was a 911 problem on November 71h which affected several
communities and lasted for approximately 3 hours. This was
the result of a bad Ameritech telephone card located at the
Ameritech central office in Hudson. During the problem time,
fire departments in the affected areas were staffed as points
of contact for the public.
BILLS AND VOUCHERS:
The bills for October were approved on a VanderWyst/Carlson
MOTION.
EMS, FIRE, & Law Enforcement issues:
EMS - Carlson asked several questions concerning radio
responses to the services. Brantner will put together
information that will be forwarded to each agency.
Fire - no concerns at this time except fire would like'a copy
of the information Brantner is going to put together for
EMS.
Law - absent
