Brantner, Director DATE: November 13, 1998 COPIES TO: COUNTY BOARD OFFICE COUNTY CLERK COMMITTEE MEMBERS NEWS MEDIA/NOTICE BOARD tMOF iGI A L MINUTES EMERGENCY COMMUNICATIONS COMMITTEE November 23, 1998 Present: Chuck Mehls, George Sinclear - County Board; Bruce Brantner - Emergency Communications; Jack Colvard - Emergency Government; Jim VanderWyst - New Richmond Fire; Ron Volkert - Sheriff's Department; Greg Carlson - WITC; Absent: Nancy Bieraugel - County Board; Dick Trende - Hudson Police Department. The meeting was called to order by Chuck Mehls at 9:09 a.m.. The agenda was adopted on a Sinclear/VanderWyst MOTION. Minutes of the October 12, 1998 meeting were approved, on a Sinclear/Volkert MOTION. The next meeting will be on December 14, 1998 at 9:15 a.m.. Unfinished Business: RACES Radio Repeater: Brantner reported that the refurbishing of the Hudson Tower was completed on 11/16/98. Also, the RACES (Radio Amateur Civil Emergency Services) Radio Repeater, which is located on the Hudson Water Tower, is back on the air and is working. Colvard was requested to contact RACES members to identify any problems that they may be experiencing with the repeater. J New Business: 1. 9-1-1 Center Operations Guide update: Brantner passed around a draft copy of several procedures/policies that will be in place for the dispatchers to follow. All Committee members reviewed the policies. 2. Air quality issues in the Center: Some dispatchers have expressed health concerns about the air quality in the Center. Problems were defined is previous meeting with concerned personnel. After testing for various contaminants, primary concern was for the carpeting. Possible solutions were discussed and some actions have been implemented to remedy the problems. 3. Director's Report: A new temporary part-time dispatcher has been hired. The individual is doing very well in the position. The Enhanced 9-1-1 Master Street Address Guide is in the process of being reviewed and updated. The Guide will be operational in the near future. Dispatchers will be attending training on 12/08/98 in Team Building and Group Dynamics. New software is being looked at to replace Clues, the current software being used in the Center. Tiburon Software and Visions Software have been demonstated. The Apple Valley Police Department and the Dunn County Sheriff's Department are two agencies currently using Vision's Software in their centers. Brantner will be attending a demonstration at the Apple Valley Police Department. The Emergency Communications Van will be stored at the Hammond Highway Department Shop for the winter. 4. Bills and Vouchers: The bills for October,were presented to the Committee. Sinclear/Volkert MOTION to approve the bills as presented. 5. EMS, FIRE, & Law Enforcement issues: No specific issues were brought up for discussion at this time. Announcements & Correspondence Chuck Mehls commented on terrorism as a concern for emergency services to address. Discussion focussed on bomb threats and the policy of notification to EMS First Responders and the training that is becoming available to all responders dealing with this issue.
