This was an informational meeting. There was not a quorum. Acting Chairman Mehls called the meeting to order at 9:12 a.m. All present at the meeting introduced themselves. NEW BUSINESS #1. Review of Nursing Home Plans Mehls started out the discussion by asking each person his or her facility's resident capacity. Colvard next spoke about last year's meeting held with area nursing homes and how that was the beginning of this Committee's effort to encourage each facility to update and/or begin planning for emergencies. As Colvard stated, if something happens, who is going to take care of it? Plans must be in place before a disaster and written agreements between facilities should also be made. A disaster affecting only one facility, for example a fire, may not involve the County; local/municipal resources may be required only. In a community - wide disaster, for example a tornado, County and other mutual aid may be requested. Then, it is important that facilities have more than oral agreements or assumptions that "this facility will come to our aid." Mike Smith next spoke regarding concerns he had in evacuating and transporting nursing home residents. Colvard said in talking with one administrator, it was discovered that there was $10,000 in insurance coverage available to help pay for this expense. Special transportation as well as laundry requirements were also discussed. Doug Karau spoke about last year's training exercise held in Glenwood City where he stated a 1 to 1 ratio was needed between residents and nursing staff (or responsible others). Also stated was that the fewer places residents were evacuated to, the easier it would be for keeping track of them and their needs. Colvard stated that a series of training exercises is scheduled for this year. One or more nursing homes will be included in an effort to educate personnel and test current emergency plans. Elected officials will also be invited to participate in these exercises, to better understand their roles in the event of a major disaster. Mehls next went over the incident command handout with those present, explaining how each person's responsibilities could be put into a plan. il Next discussed was the list of St. Croix County's official shelters, which was provided to all. The American Red Cross has shelter agreements with 49 churches, schools and other facilities in the County, located in 12 local communities. These shelters are mainly for able-bodied persons, per Colvard. Additional topics discussed were the County RACES (amateur radio) organization, public health/home health capabilities in a disaster, and what the National Guard can provide. Colvard will create a list of potential County, municipal and private transportation resources that may be available. All nursing home personnel present were requested to develop a list of items that should be on a mutual aid agreement. Jurisch will send out a memo to all nursing homes regarding transfer agreements between nursing homes. The next Emergency Government Committee meeting with local nursing homes will be held in April.
