Emergency Government Committee
April 9, 1998
PRESENT: Chuck Mehls, Art Jacobson, John Mortensen, Tom Dorsey - County Board; Jack Colvard, Pam
Benson - Emergency Government; Bruce Brantner -Emergency Communications; Barb Blaisdell - Department
on Aging; Ron Eichstaedt - St. Croix Industries; Joyce Jurisch - St. Croix Health Center; Donald Jorgenson -
American Heritage Care Center; Diane Olson - The Lutheran Home; Dan Dixon - Christian Community Home;
Doug Karau, Amy Brenne - Glenhaven; and Robert G. Larsen - Maple Manor Healthcare Center.
Chairman Jacobson called the meeting to order at 9:06 a.m. The agenda was adopted on a Mortensen/Mehls
MOTION. Minutes from the December 22, 1997 and ,February 12, 1998 were approved on a Mortensen/Mehls
MOTION.
All present at the meeting introduced themselves.
NEW BUSINESS
#1. Discussion of Nursing Home Emergency Concerns and Planning
Colvard stated that this is a follow-up meeting for nursing homes to discuss emergency plans and mutual
aid agreements between their facilities.
Transportation for evacuating residents was next discussed. Barb Blaisdell (Department on Aging) and
Ron Eichstaedt (St. Croix Industries) outlined their respective department vehicle resources and how to
access them for an emergency evacuation.
Dan Dixon and Chuck Mehls discussed additional vehicle and ambulance resources that are available.
Amy Brenne and Blaisdell next spoke of the disaster training needed by nursing staff and for volunteers
working with the elderly.
Diane Olson provided answers to questions handed out at the Committee's last meeting concerning The
Lutheran Home's mutual aid resources available to another nursing home in an emergency.
Colvard summarized Emergency Government services as being a support, not a response system. The
first thing to do if a facility has an emergency would be to call 911. If needed, Emergency Government
would coordinate sheltering and assistance with the American Red Cross, RACES (amateur radio
members) and other State agencies.
Nursing home personnel present decided to meet again during the last two weeks of May. Emergency
Government will coordinate that separate meeting. Nursing home personnel were asked to bring along
a list of their resources to that meeting/workshop.
A short break was taken at this time and nursing home personnel left. The meeting resumed at
10:45 a.m...
#2. Director's Rem
Colvard stated that Emergency Government received over $47, 300 in grants during 1997, or close to 55 %
of the department's actual expenses. So far in 1998, $15,726 in training grants from the State have been
approved for St. Croix County.
A tabletop training exercise was held on March 11, 1998 with 13 participants. The State Training
Officer's evaluation of that exercise was handed out to the Committee. Another tabletop exercise will
be held June 4, 1998 with a planning meeting before that, on April 27, 1998.
The annual WEMA (Wisconsin Emergency Management Association) Conference will be held May 20
and 21 this year in Keshena, Wisconsin. Committee members were invited to attend. The Governor's
Conference on Emergency Management will be held September 29 and 30 this year in Milwaukee.
Colvard will be an evaluator for an exercise to be held April 25 in Barron County.
Copies of the January 1998 St. Croix County Emergency Declaration Resolution and Line of Succession
have been requested by Polk, Burnett and Eau Claire Counties.
#3. Review of Flood Mitigation Workshop
Mehls spoke about the one -day workshop he attended in La Crosse on February 18, 1998. Good case
studies were shown, especially of Prairie du Chien, Wisconsin. The focus of the workshop was on
evacuation and sheltering due to flooding.
#4. Approve November, December, January. February and March Bills
Following discussion, a Mehls/Jacobson MOTION approved the bills for the previous months.
#6. Public Comments
Mehls stated that 27 County employees took 1st Aid training sponsored by Emergency Government. A
full course will be offered this summer.
Several local newspapers have printed articles on Tornado and Severe Weather Awareness Week, which
is April 20-26, 1998. -
A SKYWARN (severe weather spotting) class will be held for RACES (amateur radio members) on April
18, and a class for the public is to be held May 2, 1998 from 9:00 a.m. - 12:00 noon. A meteorologist
from the National Weather Service will present the classes in the Government Center's Community
Room.
#5. Emergency Government Director Evaluation
Committee members held a closed meeting session.
