Chairman Jacobson called the meeting to order at 9:02 a.m. The agenda was adopted on a Mehls/Mortensen MOTION. Minutes from the April 9, 1998 meeting were approved on a Mortensen/Jacobson MOTION. NEW BUSINESS #1. Committee Reorganization - Election of Officers Chairman Jacobson turned the meeting over to Brantner who then opened nominations for Committee Chairman. Mortensen nominated Mehls for Chairman. A Mortensen/Jacobson MOTION was then approved, electing Mehls Chairman on a unanimous vote. Brantner then turned the meeting over to Mehls. Jacobson was commended by Mehls for the years he served as Chairman on the Emergency Government Committee. Mehls next opened nominations for Committee Vice -Chairman. A Jacobson/Mehls MOTION was approved, electing Mortensen Vice -Chairman on a unanimous vote. Mehls opened nominations for Committee Secretary. A Mortensen/Mehls MOTION was approved, electing Jacobson Secretary by unanimous vote. This now means that the line of succession to declare a County disaster is as follows (per the January 1998 Resolution): 1. Thomas Dorsey - County Board Chair; 2. Arthur Jacobson - County Board Vice Chair; and 3. Charles Mehls - Emergency Government Chair. OLD BUSINESS #1. Update on Nursing Home Concerns and Planning Per Colvard, we are moving along quite well in this area. A separate meeting was held for nursing home personnel only (with Colvard as facilitator) on May 19. Another separate meeting will be held on June 16. The nursing homes are developing a mutual aid agreement which will be acceptable to all of the homes. Also, each facility is making a resource list of what their facility can provide to another nursing home in the event of a disaster. NEW BUSINESS, continued #2. WEMA (Wisconsin Emergency Management Association) Conference Report Jacobson stated that the WEMA Conference was held in Keshena, Wisconsin. An informative presentation was given by a FEMA (Federal Emergency Management Association) employee from Georgia. He spoke about stress and how it can affect a person's decisions during an emergency incident. Another interesting presentation was given by a southeastern Wisconsin canine search and rescue organization that volunteers its time, asking: only for donations. Colvard stated that next year's conference will be held in Green Bay, Wisconsin. #3.. Director's Report Colvard spoke about the upcoming June 1Ith tabletop exercise, showing committee members resource material binders that will be handed out to participants. Colvard next showed the Committee a pocket guide for emergency responders that was done by Green County Emergency Management. Colvard, Jacobson and Dick Gade, (Baldwin Ag Services) attended a recent State required meeting in Ellsworth regarding radiological ingestion, as St. Croix County is within 50 miles of the Prairie Island Nuclear Power Plant. A follow-up session will be held June 9, 1998. Clean Sweep Plans written for the May 30th Clean Sweep program were shown to the Committee. John Borup, Health and Human Services Director, recently met with Colvard for tornado/severe weather shelter planning. Local papers gave good coverage to the State's Tornado and Severe Weather Awareness Week. Also, local grocery stores participated in this year's campaign. A chart was shown to the Committee, listing grants the Emergency Government Department has received to date this year. Recent and future training classes were next discussed. #4. Approve April and May Bills Following discussion, a Mortensen/Jacobson MOTION approved the April and May bills. #5. Public Comments Recent storms in the Spencer, South Dakota area, as well as in the Twin Cities were discussed. Per Brantner, sirens are activated in St. Croix County when warnings are issued by the National Weather Service. Several communities have or are considering purchasing battery back-ups for their sirens, as a result of the recent storms knocking out community power supplies. NEXT MEETING The next meeting will be held on July 8, 1998 at 8:30 a.m. in the Main Conference Room of the Baldwin Ag Center.
