MINUTES
Emergency Government Committee
November 13, 1998
PRESENT: Tom Dorsey, Chuck Mehls, Art Jacobson, John Mortensen, - County Board; Jack Colvard,
Pam Benson - Emergency Government; Bruce Brantner - Emergency Communications.
Chairman Mehls called the meeting to order at 9:00 a.m. The agenda was adopted on a Jacobson/Mortensen
MOTION. The next meeting will be held Monday, November 30, 1998 at 9:00 a.m. at the Baldwin Ag Center.
After review, Minutes from the November 10, 1998 meeting were approved on a Mortensen/Jacobson
MOTION.
OLD BUSINESS
#1 Notification Policies and Procedures
Brantner went over current dispatch notification procedures for weather watches and warnings, dam
failures, hazardous material spills, power plant incidents, and mass casualty disasters. Mehls then asked
what County elected officials' responsibilities would be. Per Colvard, when County resources become
involved, then County officials need to be notified and kept informed, for example, if assistance from
the Sheriffs Department or Highway Department is requested. Colvard mentioned that after a tornado
hit Canton, Wisconsin in 1989, he needed to request counseling services for victims. The County is not
an initial responder to the scene of a disaster. It is, however, assistance after the incident where the
County would become involved. Also, news media would be contacting elected officials after a disaster
for current information. After further discussion, it was decided that Emergency Government would copy
the County EOP's (Emergency Operations Plan's) Basic Annex for the Committee members. The annex
will be gone over at the upcoming meeting November 30th.

This item was postponed until the following meeting.
#2. Public Comments
Brantner reported on the bid he received from A.A. Hanson Electric to modify the existing circuitry at
the Baldwin Ag Center so the Emergency Government generator would be able to heat as well as furnish
power to the lights and outlets in the EOC (Emergency Operations Center).
Discussion was held regarding the size of generator needed to supply power for the entire Ag Center
building, as well as sources for used generators. Brantner showed the Committee price estimates on new
diesel and natural gas generators and for a transfer switch. After questioning, Colvard stated that there
are no grant monies to fund EOC or siren purchases any more.
Ralph Robole from Maintenance then came to the meeting. The next topic discussed was moving the
Emergency Government generator to the Baldwin Ag Center. Robole said that there is an automatic
management system at Baldwin, so Maintenance is notified if something is not working in the building.
Robole will check with NSP regarding savings to the County if a stand-by power generator was installed
at Baldwin, similar to the one at the Government Center building.
......Jacobson and Dorsey left the meeting, at 11:00 a.m.
Colvard handed out write-ups from the Prairie Island Nuclear Power Plant exercise held earlier this year.
First aid supplies were inventoried and left at the Baldwin Ag Center for medical emergencies.
