PRESENT: Chuck Mehls, Arthur Jacobson, John Mortensen, - County Board;
Jack Colvard, Pam Benson Emergency Government; Bruce Brantner -
Emergency Communications; and Chuck Christenson - Land and Water
Conservation.
Chairman Mehls called the meeting to order at 9:09 a.m. The agenda was
adopted on a Mortensen/Jacobson MOTION.

After review, Minutes from the November 13, 1998 meeting were approved
on a Jacobson/Mortensen MOTION.
OLD BUSINESS
#2. EOC Electrical Power Generator
Colvard stated that Baldwin Village personnel brought Emergency
Government's generator over to the Ag Center. It was started and
does run. Maintenance will arrange to have the hook-up wiring done
for the generator. Next discussed was obtaining a trailer jack
"pony" wheel for the generator's trailer, for easier movement and
storage.
At 9:30 a.m. the meeting was recessed while Committee members went
to view the generator... The meeting reconvened at 10:00 a.m...
A. Notification Policies and Procedures
Colvard went over questions Committee members had concerning the
Basic Annex of the County"s EOP (Emergency Operations Plan).
Mortensen and Mehls brought up two needed corrections. Per
Colvard, the Basic Annex is meant to be used as a guideline only,
as each incident or emergency is unique. Primary responders need
to notify local elected officials and keep them informed as to what
is happening. Township, village and city elected officials need to
notify the County when their municipality is unable to handle an
emergency on its own. Then, as soon as the County is notified,
County officials would become involved.
NEW BUSINESS
#1. Committee Mission Statement
Colvard stated that the Emergency Government Committee has no
mission statement listed in the County's Official Directory. After
discussion, Mehls requested that Colvard draft a statement to be
discussed at the next Committee meeting.

#2. American Red Cross Shelter Inventory
Mortensen spoke regarding what supplies are generally at designated
shelters. The American Red Cross will be taking an inventory of
supplies at shelter sites. When this is done, a complete listing
will be given to Emergency Government. After discussion, a
Mehls/Mortensen MOTION was approved that each municipality in the
County have one primary shelter site for emergency supplies,
preferably located in a government building. The Committee will
conduct an annual inventory at each primary shelter site.
13. Public Comments
Christenson stated that the Ag Center building has no phone
available for after-hours building users. The Committee discussed
the safety issue. Brantner then stated that pay phones are
available for lease or purchase from Baldwin Telecom.
The annual WEMA (Wisconsin Emergency Management Association)
Conference will be held in Green Bay on May 26 and 27, 1999 at the
Midway Motor Lodge.
Mehls showed the Committee a fact sheet he received from the U.S.
EPA (Environmental Protection Agency) regarding responding to
emergency medical needs during terrorist attacks. Colvard stated
that Emergency Government may be able to host a terrorism class in
the County as, according to returned State surveys, there are
enough people interested in taking that course.
There will be a severe weather spotter class presented by the
National Weather Service at WITC on April 19, 1999 from 7:00 -
9:30 p.m.
Committee members and staff were requested to assist in locating
and moving shelter materials (cots, pillows, and blankets) from the
Baldwin Community Center to the St. Croix County Ag Center after
the meeting.
