MINUTES
Emergency Government Committee
December 21, 1998
PRESENT: Chuck Mehls, Arthur Jacobson, John Mortensen, - County Board;
Jack Colvard, Pam Benson - Emergency Government; Bruce Brantner -
Emergency Communications; Ralph Robole - Facilities Manager; Jim Heebink
- Salvation Army; and Chuck Christenson - Land and Water Conservation.
Chairman Mehls called the meeting to order at 9:07 a.m. The agenda was
adopted on a Mortensen/Jacobson MOTION.
DATE OF NEXT MEETING: After discussion, a regular meeting date was set
for the second Tuesday of every month. January 12, 1999 will be the
next Committee meeting date.
After review, Minutes from the November 30, 1998 meeting were approved
on a Jacobson/Mortensen MOTION.
OLD BUSINESS
#2 Auxiliary Power for Ag Center
Robole stated that he will contact A.A. Hanson Electric to go ahead
with the wiring needed to hookup the portable generator. He also
has ordered a lock and sign for the Ag Center's store room where
emergency supplies are located. Maintenance also will take care of
installing a "pony" wheel on the generator's trailer, for easier
movement and storage, as the generator is stored inside but needs
to be hooked up outside for operation.
Robole left shortly after discussion of the above item.
NEW BUSINESS
#l. Salvation Army Assistance Plan
Jim Heebink, St. Croix County Salvation Army Treasurer, stated that
up until this year, all local Salvation Army personnel have been
volunteers. Starting in May, 1998, a transitional house, "Faith
House," opened in New Richmond with a part-time staff person.
After further discussion, Colvard suggested that the Salvation Army
and local American Red Cross, meet to discuss how they can work
together on future disaster ''situations as well as share member
information. A meeting will be planned for after the holidays with
the American Red Cross, Salvation Army and Emergency Government.
Heebink left after this agenda item.

#l. Mission Statement for Committee
After review, a Jacobson/Mortensen MOTION approved the Emergency
Government Committee's mission statement, as drafted by Colvard.
This statement will be given to the County Clerk.

#3. Shelter Inventory Update
Mortensen stated that the Baldwin Ag Center has been signed as an
official County shelter. There are 47 designated shelters, County-
wide. A shelter inventory is in progress. After discussion, six
primary County shelter sites were designated. They are:
1. Baldwin - Ag Center
2. Deer Park - Community Center
3. Glenwood City - Community Center
4. Hudson - Government Center
5. New Richmond - Civic Center
6. Star Prairie - Community Center
These primary sites will store blankets, cots and other emergency
shelter supplies after the inventory is completed.

Brantner has ordered twelve phones for the alternate EOC (Emergency
Operations Center), located at the Baldwin Ag Center. A TV and VCR
will be ordered this month for the main EOC at the Government
Center. These will also be available for use during meetings and
presentations in the Community Room.
Director's Report
Colvard informed the Committee that St. Croix County Emergency
Government is last in E-mail and internet computer capabilities
compared to the other 12 county departments in the West Central
Region. Clark County will be on-line January 1, 1999. Pierce,
Pepin, Dunn, Buffalo, Trempealeau, La Crosse, Monroe, Jackson, Eau
Claire, Chippewa and Taylor are on-line now. Mehls stated that E-
mail and internet access was approved by the Committee in August
and that it is included in the 1999 budget. Colvard stated that he
was told to re -apply, even though the Committee has approved it.
Jacobson stated that this is funded by a grant and the savings in
postage and telephone costs will more than offset the $11 monthly
cost. Also, all departments should be using E-mail and the
internet.
