FINANCE MEETING
Special Meeting October 27, 1998
Meeting called to order by Chair Brown at 8:00 a.m. (prior to
County Board). Members present: Don Brown, Herb Giese, Robert
Boche, Tom Dorsey and Tom O'Connell. Staff present:
Administrative Coordinator John Krizek, Finance Director Rich
Loney, Corporation Counsel Greg Timmerman and County Clerk Sue
Nelson. Others present: Suprs. Dowd and Berenschot.
Motion to adopt the agenda by Boche, 2nd by O'Connell. Carried.
Next meeting scheduled for November 9, 1998 at 8:30 a.m. Minutes
will be approved at that meeting.
Budget Review Items:
Clerk of Court: Loney said a work area and drawers included in the
budget at a cost of $2544 could be removed as Maintenance staff is
constructing the work area. Motion by O'Connell, 2nd by Dorsey to
remove $2544 from line item 813 in Clerk of Court's budget.
Carried.
Victim Witness: Loney noted the revenues did not equal the
expenses for the VOCA grant position. The VOCA grant does not pay
the $66 liability costs for this person.
David Griffin Cost Study: Krizek said this service has an
increased cost of $350 for 1999. Motion by O'Connell, 2nd by Giese
to add $350 for this budget item. Carried.
WESTCAP: Executive Director Peter Kilde and Finance Director Mary
Pat Jones were present. Chair Brown said information has been
requested on the WESTCAP salary system. Kilde said information had
been sent but Loney said it was very general giving total salaries
and fringes and not individual compensation.
Kilde noted the Administration budget includes $113,209 for three
full time employees including the Executive Director and two grant
writers. The WESTCAP Human Resources policy does not release
individual salaries because they believe comparing salaries is not
always productive or practical.
Kilde asked the Committee to consider the contributions of the
agency to the county with programs for Early Head Start, Food
Pantries, Section 8 Low Cost Housing, Weatherization and Furnace
repair and replacement. WESTCAP operates with a 6.9% overhead
which is well within reason and they have been successful in
recapturing Federal tax money. WESTCAP serves seven counties -
Chippewa, Barron, Polk, Pierce, Pepin, Dunn and St. Croix.
Basically WESTCAP administers 45 contracts and money received from
the Counties is used to pay for what contracts do not cover.
Giese asked how many dollars are spent in St. Croix County and
Kilde estimated over $1,000,000 to help 600 to 700 people. A
complete financial accounting is provided in the WESTCAP audit.
Supr. Dowd noted the WESTCAP office is located in St. Croix County
and is a worthy organization. Supr. Berenschot said a big portion
of the salaries is spent in St. Croix County. Brown and Giese
asked Kilde to check into WESTCAP administering the fuel assistance
program.
Motion by Dorsey, 2nd by O'Connell to place $2500 in the budget for
WESTCAP. Carried.
Motion by O'Connell, 2nd by Boche to present the $11,941,171 levy
total with a $726,575 Contingency Fund to the County Board.
Carried.
County Clerk:
Tax Deed Bid: Sue Nelson reported Dale Crowley no longer wished to
purchase the tax deed property in the Town of Pleasant Valley
because the land did not perc.
Motion by Boche, 2nd by Giese to accept the bid of Bob and Tami
Frame for $2500 for 5 A. parcel in Town of Pleasant Valley.
Carried.
