Line Item Transfer - Glass Cover for Quilt CORRESPONDENCE ADJOURNMENT (Agenda not necessarily presented in this order) DATE: 8/25/98, 9/3/98 COPIES TO: County Board Office News Media/Notice Board County Clerk County Board County Departments *ADDITIONS/CHANGES/CORRECTIONS 06 EP- FINANCE MEETING Regular Meeting September 9, 1998 Meeting called to order by Chair Brown at 8:35 a.m. Members present: Don Brown, Tom Dorsey, Robert Boche, Herb Giese, Tom O'Connell. Staff present: Administrative Coordinator John Krizek, Finance Director Rich Loney, Corporation Counsel Greg Timmerman, County Clerk Sue Nelson. Others present: Supr. Jack Dowd and members of the press. Motion by Giese, 2nd by O'Connell to adopt the agenda. Carried. Dates of next sessions: September 23 and 24 for budget review and October 9 for next regular meeting all starting at 8:30 a.m. Motion by Dorsey, 2nd by O'Connell to approve the minutes of August 11 and August 22. Carried. Vouchers: Loney reported no problems with the bills. Motion by O'Connell, 2nd by Boche to approve payment of vouchers. Carried. Closed Session: Motion by O'Connell, 2nd by Boche to move into closed session per WI Statute 19.85 (1) (e) to conduct specified public business regarding the incinerator. Roll call: all yes. Dames and Moore representative Gary Boley was present. Motion to come out of closed session by Boche, 2nd by Dorsey. Carried. Action from Closed Session: The marketing options will be brought to the County Board for approval. Corporation Counsel Timmerman offered to draw up the contract documents. Motion by Giese, 2nd by Dorsey to appropriate up to $5000 from the C for Too� Dames and Moore to continue working on marketing options for the incinerator site and for consulting time with Corporation Counsel Timmerman. Carried. O'Connell voted no because he did not believe any more money should be put into this project. US Marshal's Security Report: Chair Brown said the report is complex and does not outline stages of implementation. The Finance Committee needs to determine priorities and costs. Brown believed by making the building perimeter more secure, the interior safety would be improved. Discussion on a retaining wall barricade at entrance or along the building, metal detector at main entrances, surveillance camera in entrance and other security measures. Giese suggested we add some new security items each year. Finance Committee members will continue to review the report and recommendations. Chair Brown said the 1999 Contingency Fund will reflect dollars for security measures. Budget Hearing: October 27 was set for the County Board budget hearing. There will not be a session on October 20th. Tax Delinquent Property, Village of Roberts: Holly Jones, realtor for Century 21, has a buyer for a building in Roberts which has a contaminated underground tank. This building has delinquent property taxes but the County has not filed a tax deed. The buyer, in conjunction with DNR, will clean up the contamination but needs a release from State, Federal and County taxes. Jones said the back tax of $4261 could be paid but asked that the interest and penalty be dropped. The State and Federal agencies have been contacted for tax forgiveness also. Timmerman advised the County can legally waive the interest and penalty on delinquencies over four years and for contaminated property. The County's options are to not take a tax deed and continue to pay taxes to the school district and municipality or take a tax deed and be responsible for contamination clean up. Committee agreed to consider removing interest and penalty if the State and Federal agencies waive the taxes owed to them. Finance Director: Rich Loney said the budget books will be ready for Finance members on September 14 or 15th. Herb Giese and Tom O'Connell were excused at 11:00 a.m. Corporation Counsel: Timmerman, Board Chair Dorsey and Personnel Director Deb Kathan had met to discuss the Corporation Counsel doing the legal personnel matters. Some progress was made but during the talks Timmerman concluded even if any agreement was reached, there would be no cooperation from Personnel. This problem needs to be solved by the committees or County Board action. Timmerman is not going to pursue the matter further. County Clerk• Dog Damage Claim: Motion by Brown, 2nd by Dorsey to approve payment of $1221 for dog damage injury to a miniature horse owned by Ron and Deb Pittman, Town of Hudson. Carried. Tax Deed Property: Clerk Nelson asked how to proceed with a small parcel located in the middle of a f ield in Village of Star Prairie. Committee directed Nelson to get a bid from Lucille Giese, adjacent landowner. Line Item Transfer: Nelson requested $300 from line item 157 to cover cost of plexi glass to cover the County quilt. Motion by Dorsey, 2nd by Boche to approve $300 line item transfer. Carried. Motion to adjourn by Boche. Meeting adjourned at 11:20 a.m. Thomas O'Connell, Secretary
