HomeMy WebLinkAboutIntergovernmental Advisory Council 10-26-980A✓18199 MON 13:27 FAX 715 386 0804 CITY OF HUDSON WJ UUZ MINUTES OF INTERGOVERNMENTAL ADVISORY COUNCIL MONDAY, OCTOBER 26, 1998 Meeting was called to order by Chairman Dr. Ron Bernth at 7:00 p.m. in the Council Chambers of City Hall in the City of Hudson. PRESENT: Dr. Bernth and Attorney Clarence Malick representing the Hudson School District; from the City of Hudson - Mayor Jack Breault; from the Town of Hudson - Chairwoman Rita Horne and Supervisor Tim Foster; from the St. Croix County Board of Supervisors - Herb Giese representing District 20 (City of Hudson); from Village of North Hudson - President Len Meissen; from Town of St. Joseph - Chairman Lloyd Dahlke; from Town of Troy - Supervisor Mary Kay Wusterbarth. ALSO PRESENT: Ms. Mariam Webber, resident from Town of Troy. BIKE TRAILS: The City of Hudson and St. Croix County have bike trails planned; currently are awaiting plans from Mark Ploederer, Supervisor of Planning for Wisconsin D.O.T. in Eau Claire. Ms. Mariam Webber noted the receipt of a letter from DOT Secretary Charles Thompson which indicated that the project is under consideration for funding under the Enhancement Program. Resolutions of support from the Village of North Hudson and the townships need to be sent to the DOT. A Comprehensive Plan (map) will also have to be submitted. Dr. Bernth will send a letter on behalf of the Intergovernmental Advisory Council indicating approval of the overall Bike Trail Plan. ROADWAY PLANS - UPDATE: During general discussion, it was noted that the Urban Study is not yet complete. Rita Horne commented that this is an area -wide concern and not just North Hudson's specific attempt to obtain stop lights. Traffic patterns should be identified. At their individual meetings, all government entities should indicate their support for joint evaluations of the Roadway Plan. STILLWATER BRIDGE Buck Malick reported that the Department of Transportation and the National Park Service must consider acceptance of the Braun Report regarding a new site for the proposed Stillwater Bridge. Concerns include the proliferation of crossings over the river, and removal of the old bridge under the "106" removal process. Others want the old lift bridge to remain. If agreement is reached, a new bridge could be built in three years. SCHOOL DISTRICT REFERENDUM Dr. Bernth stated that there will be no serious communication on this subject until after the November 3rd election. He indicated that the School District paid $11,000 for the future school site and had considered seven other sites. Representatives from the Town of Troy voiced their objection regarding the site, indicating it should be north of Tower Road and east of O'Neil Road. He explained that there are now 1000 children who reside south of Interstate 94, and more children are anticipated with the new Hans Hagen project. Discussion was held regarding the December 8th Referendum Question No. III to authorize GO bonds or notes for refinancing the School District's prior service retirement liability. It was explained that this was basically a refinancing approach which would save the District approximately $500,000. Meeting adjourned at 8:20 p.m. Respectfully submitted, Jack D.
