Intergovernmental Council meeting was called to order by Chairman, Ron Bernth, on
Monday, July 27, 7:00p.m. at the Hudson Town Hall. Those present were: Herb Giese,
Buck Malick, Lloyd Dahlke, Marian Webber, Mary Kay Wusterbarth, Tim Foster, Tim
Weinberg, Cathy Morris, Rita Horne, Dan Fedderly, Howard Laventure, Ellen Denzer
and Mary Beth Mataya an interested North Hudson resident.
Dan Fedderly, St. Croix County Highway Commissioner, at the request of the DOT
addressed the traffic problems of North Hudson as well as discussing funding requests for
certain roads in the county. He reported that the County will receive approximately
$750,000 in supplemental federal road funds. However, funding was not approved for
UU ( from Jacob's Lane to the Hudson High School ) because it is not eligible for rural
funds and the city, town and county have used up urban allocations. Fedderly noted that
the Town of Hudson, City of Hudson, St. Croix County and the Hudson School District
had all written letters in support of funding the UU project. County H from 46 west and
County E from 65 to T were approved for funding. Neither road is designated as a bike
route. Bernth asked if the county has the ability to shift road funds to do UU and extend
Carmichael Road to County Road A.
Fedderly also reported that the origin destination study is still in the planning stage for
the purpose of determining the destinations of people using Highway 35. After this study
traffic projections will be done. He also stated that the I-94 Highway 12 intersection bid
letting has been moved up to September of 1998. Marian Webber asked about federal
funds possibly being used on 35 making it mandatory to also have a path for bikes and
hikers or providing for an alternate route. Fedderly stated that it is not mandatory but
consideration is to be given. He also stated that he would check to see if federal or state
funds were being used on Highway 35.
Discussion was held on traffic problem in North Hudson. It was noted that a letter was
sent on behalf of the Hudson School District supporting stop lights in North Hudson at
Monroe and Michaelson Streets. Fedderly reported that the DOT would like to know
North Hudson's plan for their streets and have volunteered to help North Hudson. The
DOT would like to see the entire urban area road plan done. The urban'area would
consist of the City of Hudson, Village of North Hudson and portions of the Towns of
Hudson, Troy and St. Joseph. The DOT would like a request from each unit of
government stating support for and desire to participate in such a project. Fedderly noted
that North Hudson could apply for 90% HES funding for traffic lights. Mary Kay
Wusterbarth mentioned that Wausau has instituted one way pairings of roads as part of
their solution to traffic movement and that it seems to be effective. Fedderly commented
that there are numerous interim solutions to the Hudson/North Hudson traffic problem
that deserve consideration at the present time rather than only jumping into planning for a
by-pass.
Motion by Buck Malick, 2nd by Herb Giese to urge each governmental jurisdiction to
agree to have the DOT serve as a facilitator helping with urban road planning and
designation with the shortterm solution being stop lights for North Hudson and possibly
lane channeling and one way pairing. Long term solution might be a 35 by-pass.
Discussion of the motion included a comment by Fedderly that support from each unit of
government is critical and the study must be a joint cooperative effort. He also suggested
that the immediate focus of the study should be North Hudson as their need is most
immediate. Council members agreed with his comments and the motion was passed.
Fedderly will contact the DOT.
Discussion was held on the progress of planning for a comprehensive bicycle system
encompassing the Town of Troy, City of Hudson, Village of North Hudson, Town of
Hudson and Town of St. Joseph. Marian Webber noted that the only governmental units
that had passed a resolution authorizing a bicycle route plan were the Towns of Troy and
Hudson. With the availability of 80% funding for study and construction of bike trails,
council members agreed that it is in the best interest of our area to aggressively proceed.
Election of officers was held with Ron Bemth being elected chairman and Len Meissen
vice chairman. Secretary position will continue to be the responsibility of the host unit.
The next meeting will be held at the Troy Town Hall on Monday, August 31, 1998 at
7:00 p.m.
