CROIX COUNTY LAND & WATER CONSERVATION/RESOURCE & EDUCATION COMMITTEE Agricultural Center, Baldwin, WI December 1, 1998 Members Present: Leon Berenschot, Chris Bethke, Lois Burri, Jim Cody, Art Jensen, Ron Raymond Members Absent: None Staff Present: County Conservationist -Charles Christenson, Technician -Bob Heise, Farmland Preservation Technician -David Sander, Kinnickinnic Project Manager -Tim Popple, Secretary -Arlene Lier Others Present: Jay Custer-NRCS, Pat Collins-DNR, Roger Swanson- UW-EXT, Dean Steines-Ayres Associates Meeting called to order by Chairman Art Jensen. Raymond made motion to adopt agenda. Berenschot seconded. Carried. Berenschot made motion to approve November13, 1998 meeting minutes. Seconded by Raymond. Carried. Next meeting is scheduled for Tuesday, January 5, 1999 at 9:00 a.m. DNR Pat Collins(Hydrogeologist-Solid Waste)xeported: Eunice Post - NR-216 Administrative Code (stormwater discharge permit) has been in effect for a couple of years. Department now has staff to administer. County should receive all applications for over 5 acres. Corps of Engineers want to receive applications where water or wetlands are involved. Underground Tank Program - Commercial facilities must be upgraded by 12/22/98. Petroleum inspectors will shut down facility if not up to specs. They have had 10 years to comply. Cannot dispense any product after 12/22 unless upgrade is completed. Home heating oil tanks do not have to be taken out until year 2006. Farm underground tanks have to be removed by year 2001. Deer Kill - Down almost 30% for Dunn, St. Croix, Pierce, etc. counties. State up 5-60. NRCS Custer reported: -Karen Langfeldt (Contract Specialist for Wetland Reserve Program) will be located at the Ag Center beginning January 1999. She will be working in western Wisconsin and part of Minnesota. Propose a 5-year lease for the small conference room. With no objections, Gade will process with a lease amendment. -Tim Eisberner (Soil Conservation Technician - Black River Falls) will be locating at Baldwin beginning December 7. He will also be attending classes at UN-RF. -Siler is attending a St. Croix River Basin Partners meeting in Polk County today. -Two college students are working 12-15 hours/week assisting with the Conservation Reserve Program signup. Will be available for other work later. -On December 17 at Menomonie Fish & Game Club there is a Conservation Reserve Enhancement Program (CREP) listening session. This would be a continuous signup for CREP. -Landowners have been having a problem with ordering shrubs for 1999 planting. FSA No report. RC&D Berenschot reported that he plans to attend a meeting on December 14 at Eau Claire Holiday Inn Downtown. WEST CENTRAL AREA Raymond reported that the WLWCA annual conference will be held in Eau Claire on December 2-4. Christenson stated that a number of staff will be attending sessions throughout the three days. Swanson stated that there are several resolutions to be considered at the Business Session on Friday. Youth & Education Committee - One issue has to do with calendars. State Contest is held first week in November. Problem is to get calendar produced in time for sale and distribution. State winners need to be selected in early summer (June) to have available by August -September. Resolution #4 - Drop Poster & Speaking Contest completely and spend efforts on champion of Environment Program. Swanson is not in favor of dropping the contests. The counties should be able to choose the ones they want to participate in. EDUCATION ACTIVITIES Sander reported: Kling has been working with elementary schools with the groundwater model and Enviroscape. Attended conservation camp meeting at Ladysmith to prepare for 1999 camp. New Richmond FFA group took second place at national FFA convention with their presentation "Tug of War, Urbanization Vs Preservation". Will give presentation to the County Board session on December 15. Jensen will introduce Sander who will present the group to county board. FARMLAND PRESERVATION Sander reported that he will begin issuing zoning certificates beginning January 1. Information will be sent out to town treasurers. This is the last year the state will requite that participants pick up certification annually- After 1999 they do not have to obtain a new one unless there is a change. By having participants come in for certificates, staff have a chance to talk to participants. About 300- 350 zoning certificates are issued yearly. Berenschot made motion to maintain status review/conservation plans having participants come in once per year. Bethke seconded. Carried. WILDLIFE DAMAGE PROGRAM Sander reported that claim time is ending soon as crops are nearly all harvested. Reasons for disqualifications are: Not covered by the program or not harvested by December 1 or 15(?). LEGISLATION/ENVIRONMENTAL STEWARDSHIP No report. PRIORITY WATERSHED PROJECTS Kinnickinnic - Popple reported on results of last meeting. Decided to push approval timetable back. Land & Water Conservation Board in April 1999. By we will be more satisfied with the plan. steering committee Plan to go to Sate taking more time South Fork of Hay River - Popple reported that payments will be made to townships - tax credits on real estate taxes rather than a direct payment to landowners - follows Pepin County program. Nutrient management seminars will be held in winter. Lakes Cluster — Popple reported for Kling: Cost share agreements are being completed for 1998. Working on purchasing land from Russell Strobeen, Gene Nelson, and Vern Teske. EQIP Popple stated that reports had to be submitted on accomplishments. Custer commented that report will have an effect on 1999 money available. GLEN HILLS WATERSHED , Flood Plain Study - Dean Steines-Ayres Associates gave report on dam break analysis. Have collected all data. Had the,hydrogeolic data on structures 1,2,3 and 11 in August and recently received structures 7 and 8. How much development down stream will determine high or low hazard rating. There is a house located right below structure 42. Problem only if dam does not have adequate spillway. May need high water alarm. Completed mapping for structures 1,2, and 3. Show all roads and bridges and which houses might be affected by flooding. Survey is mostly completed for structures 7 and 8. Waiting for mapping. Models partially constructed for structures 1,2 and 3. Need mapping for structures 7,8 and 11. Then will prepare the report. It will identify flood area if dams were to fail. Zoning moratorium expires in September 1999. Will need time to review and approve. Problem will be, we have no control over DNR approval time. Can start zoning process based on map draft, but will need DNR approval before zoning can be enforced. Should have everything ready for submittal in February 1999. Maps are at 2-foot contours and will show buildings, flood elevations, ultimately hazard ratings. House below dam 42 (impacted by'floods) may be for sale. Christenson will check with Corp Counsel on this. County and Towns of Springfield and Glenwood City should be trained on zoning issues. Zoning must be caught at township level. Goal of study is to keep anybody from building in the area. Dam safety law - No homes will be flooded if dams were to fail. Study to be completed on structure 2 first to give county information about location of the house. Structure #1 Pipe Drawdown - Heise reported that drawdown has been put in place. Landowner not happy. Small dam upstream may resolve the issue. AG BUILDING UPDATE I Sander reported: (1) Derrick Construction Company replaced some of the sidewalk concrete. (2) Still working on heating and cooling system. Christenson reported: Met with Emergency Government. Generator stored by the Village of Baldwin has been moved to the Agriculture Center. The 20 chairs for the small conference rooms have not been received yet. Maintenance work is needed in the small conference room which will be leased to a federal agency. M & M storage unit rental will end by December 31. Stored items will be moved to Ag Center or disposed of. FARNMAND PRESERVATION APPLICATIONS None. RIVERWAY TASK FORCE No report. VIEW VIDEO - HOUSES IN THE FIELDS Viewed video which related to rural development issues. OFFICE PRIORITIES Will discuss at 1999 planning meeting. Will set date for the meeting at the January 5th meeting. WLWCA CONFERENCE Berenschot, Bethke, Cody and several department staff people will attend the 12/2-4 conference at Eau Claire. 1999 COUNTY CONSERVATION AIDS GRANT AGREEMENT Christenson presented information on the "Baldwin - Pine Lake Boat Landing" project. Due to a misunderstanding with Highway Department, project was done prior to receiving a grant agreement from the DNR. The DNR has approved a variance. Approval was given for Chair Jensen to sign the grant agreement. CERTIFIED CROP ADVISOR Popple stated that he is a certified crop consultant (national and state certified). This means he can review and approve nutrient management plans. To maintain, will have to attend classes to keep certification current. Christenson stated that cost could come out of department or watershed budget. Berenschot made motion to approve Popple's continuation of the certification. Burri seconded. Carried. 1998 CONSERVATION AWARDS DINNER Discussed awards dinner. Directed Lier to handle the plans. SUBDIVISION REVIEW Heise presented Deer Valley Subdivision, formerly known as Deer Path, for information. There had been a road issue concern; meeting by township, developer, engineer, and LWCD staff. A compromise had been reached to allow a 66' road easement to extend to east property line, but not to construct road until development to the east occurs, at the expense of the developer who benefits. Policy had been to construct road to property line. Fox Valley Farm - A 5-lot subdivision. Road had been installed and dedicated to township from previous minor subdivision. Chair Jensen made motion that conditional approval not be given. All items shall be settled before it is brought back to committee. Bethke seconded. Carried. VOUCHERS Reviewed vouchers. Berenschot questioned the voucher for DESIGN ANALYSIS ASSOCIATES INC ($890.41) to set up monitoring stations for St. Croix Lakes. It is funded by DNR and U.S. Geological Survey. Bethke made motion to approve vouchers. Seconded by Cody. Carried. MISCELLANEOUS Christenson gave information on cost share approvals for 1999 ACRA program: South Fork-$26,143, Lakes-$24,431, Kinnickinnic-$36,655. Discussed Well Sampling Program (Jim Janke). Samples to be taken in April and delivered to the Environmental Task Force Lab at Stevens Point. Received information from Adam Payne-WLWCA on a model letter to be addressed to Governor Thompson asking to maintain department funding levels provided in the 1997-99 biennial budget. Will make it apply more specific to St. Croix .County. Need money to keep effort going. LWCC approved letter to be prepared and for Chairman Jensen's signature.
