CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES December 16, '1998 Meeting Those present included: Jack Colvard, Pam Benson, Emergency Government; Chuck Mehls, John Mortensen, Arthur Jacobson, County Board; Bill Hawley, Baldwin Bulletin; Dan Smith, Hudson Fire/Bay West; Brad McAbee, River Falls Police; Lee M. Cooper, WITC; Bruce Brantner, Emergency Communications; Doug Van Someren, KMT Refrigeration; and Rick Huston, United Fire/Woodville Ambulance. The meeting was called to order at 1:00 p.m. by Chairman Smith. The meeting agenda was adopted on a Mortensen/Van Someren MOTION. The October 21, 1998 Minutes were approved on a Jacobson/Mortensen MOTION. The next meeting will be held on February 17, 1999. Other tentative meeting dates for 1999 are April 22, June 16, August 18, October 21 and December 15. OLD BUSINESS 1. Risk Management Planning (RMP) Colvard reported on the RMP�Workshop he attended at the DNR in Eau Claire on November 17. Public Service Announcements were sent tc local newspapers regarding this workshop. Also, local businesses that will be required to write a plan before June, 1999 under the EPA's new legislation were contacted regarding this seminar. Two local facilities did attend the training session. Companies who have hazardous chemicals over specified threshhold amounts are required to write a Risk Management Plan (RMP) . If they do not have a RMP by June, 1999 they are subject to a $25,000 fine, imposed by the EPA. Colvard will assist any companies that contact him regarding RMP requirements. Discussion next was held on containment areas required for above- ground tanks and on recent natural gas incidents at St. Cloud and in Michigan. NEW BUSINESS 1. 1999 LEPC Conference The biennial LEPC Conference will be held April 14 and 15, 1999. No other information has been received. LEPC members will be informed when details are obtained. 2. Training Held and Upcoming Classes for 1999 Colvard reported that a total of $15,602.85 was reimbursed to St. Croix County in 1998 for hazardous material training. There were 657 students trained at 42 classes. All students are public service employees or emergency response personnel. A survey has been sent out to local agencies and departments for training available in 1999. 1 3. New and Updated Off -Site Facility Plans Four off -site facility plans have been updated for this quarter. They are: 1. Action Battery Wholesalers, Inc. - Somerset, Wisconsin 2. Somerset Wastewater Treatment Plant 3. Four Seasons FS - Hammond, Wisconsin 4. Four Seasons FS Tank Farm - Hammond, Wisconsin A new off -site facility plan was written for the Precision Ag Fertilizer Plant located north of Baldwin, near Cylon. 4. Committee Membership After discussion, a Cooper/Mehls MOTION was approved that the Committee follow the by-laws and remove members who miss three meetings in a consecutive 12-month period. A letter will be sent to those members who have not attended meetings. Mehls stated that he will speak with the Public Protection Committee about a LEPC representative from the Sheriff's Department. After discussion, a Cooper/Smith MOTION was approved that a membership solicitation letter be placed in local newspapers. Potential legislative members for the LEPC were brought up. A letter will be sent to a candidate in early 1999. 5. Public Comments Per Colvard, seven training exercises are being planned for 1999. The Exercise Sub -Committee will be meeting in early 1999 to work on exercise plans. Barb Nelson has volunteered to be on the Exercise Sub -Committee. New Richmond has requested a full-scale exercise, which needs to be preceded by a tabletop and functional exercise. Also, two additional public official exercises will be held in the eastern part of the County. All of these exercises will be funded through a Hazardous Materials Emergency Planning Grant. In addition, tabletop and functional exercises involving a potential spill/release at a planning facility need to be held, to satisfy SARA (Superfund Amendment and Reauthorization Act) Grant requirements. Possible locations for these SARA exercises were next discussed. Adjournment The meeting adjourned at 2:25 p.m. on a Smith/Jacobson MOTION. Respectfully submitted, Pamela R. Benson, Secretary 2
