LOCAL EMERGENCY PLANNING COMMITTEE (LEPC)
MINUTES
October 21, 1998 Meeting
Those present included: Jack Colvard, Pam Benson, Emergency Government;
Art Jacobson, Chuck Mehls, County Board; Bill Hawley, Baldwin Bulletin;
Steve Schofield, Highway Department; Dan Smith, Hudson Fire/Bay West;
Brad McAbee, River Falls Police; Barbara Nelson, Public Health;
Lee M. Cooper, WITC; Bruce Brantner, Emergency Communications; Doug Van
Someren, KMT Refrigeration; Craig Olson, Citizen; and Dave Hausman, DNR.
The meeting was called to order at 1:05 p.m. by Chairman Smith. The
meeting agenda was adopted on a Hawley/Jacobson MOTION. The
August 19, 1998 Minutes were approved on a Hawley/Mehls MOTION.
The next meeting will be held on December 16, 1998.
OLD BUSINESS
1. Governor's Conference Report
Jacobson reported on the Governor's Conference on Emergency
Management, which he attended September 29 and 30 in Milwaukee. He
attended several informative workshops. He also was surprised to
learn that St. Croix County, had the highest amount (in dollars) of
damages turned in to the State for the June Presidential Disaster
Declaration (due to St. Croix Electric Co-op's large loss).
Colvard encouraged others to attend this conference next year.
2. Exercise Sub -Committee Report on September Training Exercises
Mehls reported on the September 17 tabletop exercise for elected
officials, held in New Richmond. This HMEP (Hazardous Material
Emergency Preparedness) Grant -funded exercise was of benefit to
those attending. A disaster resource notebook was given to each
municipality represented at the exercise. As Olson stated, the
awareness level of public officials is raised by participation in
training exercises.
A functional training exercise was also held on September 24 in
Hudson. This hazardous material exercise was.funded under a SARA
(Superfund Amendment and Reauthorization Act) grant. Per Mehls,
disasters can happen anywhere. Emergency responders as well as
elected officials need to know what their roles are in the event
their municipality is affected. Resource notebooks given out can
be used by all municipalities in their individual emergency
planning and for planning updates.
NEW BUSINESS
1. 1999 HMEP Sub -Grants
Expenses for this year's HMEP-funded exercises have been turned in
for reimbursement and an application for 1999 HMEP funding has been
sent in to hold additional exercises for elected officials in the
eastern part of the County this coming year.

An additional HMEP sub -grant may be requested this year to fund a
full-scale training exercise requested by New Richmond.
2. 1999 SARA (Superfund Amendment and Reauthorization Act) Grant
A request for 1999 SARA funding has been turned in to the State.
Also, a close-out and request for reimbursement under the 1998 SARA
grant will be sent in later this month.
An application will be sent to the State under the 1999 SARA
Computer and Equipment Grant to replace one of Emergency
Government's computers, as both failed the year 2000 test.
3. Review of LEPC Procedures and Policies:
Copies of the LEPC's Policies and Procedures, Sections 304, 311 and
312, as well as procedures for receiving and processing public
information requests and hazardous material response expenditure
reviews were handed out. After review and discussion, a
Cooper/McAbee MOTION was approved that these procedures and
policies remain as they are, with the exception of a phone number
correction discussed under Section 304.
After discussion it was decided that no County inspector would be
designated and that the State would be designated as St. Croix
County's LEPC inspector.
Next handed out to Committee members was a policy on writing new
facility plans as well as updating current facility plans. After
review, a Cooper/Van Someren MOTION was approved that the wording
be changed from "plan review sub -committee" to Emergency Government
Director under numbers 1 and 2.
Updated/changed LEPC procedures and policies only will be sent out
with a copy of the minutes..'
4. Training Held and Upcoming Classes
To date this year, $13,801 in training funds has been received by
St. Croix County. Forty classes have been held, with 629 persons
in attendance. Colvard will be attending and speaking at the
Annual Highway Department safety seminar this Friday in Baldwin.
A State survey will be sent out during this quarter regarding what
courses people would like to attend during the next year(s). The
survey will be sent out to emergency response agencies as well as
public officials and health and human services personnel. A recent
bomb incident was discussed, as well as training needed to deal
with that. Colvard stated that one area being strongly emphasized
in upcoming hazardous material training is terrorism. If enough
interest is indicated on the returned survey sheets, Colvard stated
that a State course on terrorism can be offered locally or at the
vo-tech to emergency response personnel. All LEPC members were
invited to look at the 1999 State training calendar to see if there
are any courses they would like to attend.

5. Public Comments
Handouts to the Committee included: a memo sent to County Directors
regarding the EPA's (Environmental Protection Agency's) proposed
rule changes to EPCRA (Emergency Planning and Community Right -to -
Know Act), an article regardFng RMPs (Risk Management Plans) under
the Clean Air Act, and an Internet article under the West Legal
Directory regarding EPA's proposed amendments. After discussion,
a Cooper/Nelson MOTION was approved that Emergency Government send
out a news release to local newspapers regarding the EPA's
requirement for certain facilities to write a RMP before the end of
June, 1999.
Colvard noted that a reporting facility has been removed from St.
Croix County.
Also mentioned was that a new planning facility may be added in
early 1999.
