MINUTES
August 19, 1998 Meeting
Those present included: Jack Colvard, Pam Benson, Emergency Government;
John Mortensen, Art Jacobson, County Board; Paul Burch, Sheriff;
Jim VanderWyst, New Richmond Fire; Bill Hawley, Baldwin Bulletin;
Daniel J. Fedderly, Highway Department; Dan Smith, Hudson Fire/Bay West;
Brad McAbee, River Falls Police; Barbara Nelson, Public Health;
Lee M. Cooper, WITC; Rick Huston, United Fire/Woodville EMS; and
Bruce Brantner, Emergency Communications.
The meeting was called to order at 1:02 p.m. by Chairman Smith. The
meeting agenda was adopted on a Hawley/Jacobson MOTION. The
June 17, 1998 Minutes were approved on a Mortensen/Nelson MOTION.
The next meeting will be held on October 21, 1998.

1. Training Held and Upcoming Classes
Colvard stated that $16,353 in FFY (Federal Fiscal Year) 1998 State
training monies has been approved for St. Croix County. 93
personnel from Hudson, Roberts, and New Richmond were recently
trained in Confined Space Entry, a new course offered by WITC and
presented by NSP. VanderWyst stated this course was quite helpful
to him. Per Cooper, St. Croix County has held 16% of all classes
funded by the State, WITC has had 25% of the total. Colvard said
that the State program will fund classes on terrorism. Discussion
followed on the fact that more training is taken by some
departments than others.
2. Plans Updated Since Last Meeting
The following off -site facility plans were updated during this
quarter:

3.^ Exercise Sub -Committee Report
Two training exercises are being planned for September. The first
exercise will be held in New Richmond for local elected officials
in that area. A second exercise is to be held September 24th at
Hudson and will involve elected officials and emergency response
personnel from the Hudson area. Both exercises will emphasize
recovery issues.
4. Governor's Conference
All LEPC members were invited to attend the Governor's Conference
on Emergency Management to be held in Milwaukee September 29 and
30. Art Jacobson stated that he would be able to attend. Others
wishing to attend need to notify Emergency Government soon.
5. 1999 LEPC Grants
St. Croix County Emergency Government has requested participation
in the FFY 1999 SARA (Superfund Amendment and Reauthorization Act)
Grant and will also be applying for the 1999 Equipment/Computer
Grant to replace one office computer. (Both office computers failed
the Y2K (Year 2000] hardware test.)
6. Public Comments
Many companies, local co-ops; and municipality water works
departments need to do risk management plans as required by the
Clean Air/Clean Water Act. If contacted, Colvard will provide
information to those agencies on the new requirements.
Benson mentioned that there was an LEPC booth at the Pierce County
Fair. McAbee said that it was a joint booth with police and EMS
also.
Colvard handed out new Toll -Free Emergency placards.
St. Croix County was included in a Presidential Disaster
Declaration from storms hitting this area June 18-30. St. Croix
Electric Co-operative has turned in $976,000 to FEMA (Federal
Emergency Management Agency) in storm damages to see if that can be
reimbursed. The City of New Richmond has also submitted $3000 in
damages to FEMA.
