CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES June 17, 1998 Meeting Those present included: Jack Colvard, Pam Benson, Emergency Government; Chuck Mehls, John Mortensen, County Board; Paul Burch, Sheriff; Jim VanderWyst, New Richmond Fire; Dave Hausman, DNR; Doug Van Someren, Kolpak; Dan Smith, Hudson Fire/Bay West; Brad McAbee, River Falls Police; Barbara Nelson, Public Health; and Lee M. Cooper, WITC. The meeting was called to order at 1:04 p.m. by Vice Chairman Smith. The meeting agenda was adopted on a Mortensen/McAbee MOTION. The April 15, 1998 Minutes were approved on a Mortensen/Cooper MOTION. The next meeting will be held on August 19, 1998. NEW BUSINESS 2. Proposed Committee By -Law Changes Colvard showed the Committee a letter he received from Frank Ivy in which he resigned from the Committee. A letter will be sent to him thanking him for serving on the Committee. Proposed By -Law changes were next handed out to the Committee with proposed changes highlighted. After discussion and one change, a Cooper/Van Someren MOTION approved the amended By -Laws. A copy will be sent to members along with the Minutes. Colvard stated that two persons have expressed an interest in serving on the LEPC. 1. Reorganization/Election of Officers Smith opened nominations for Committee Chair. Mehls nominated Smith for Chairman. A Mehls/Mortensen MOTION was approved, electing Smith Chair on a unanimous vote. Nominations for Vice Chair were next opened. Nelson nominated Mehls for this position. After discussion, a Cooper/VanderWyst MOTION was approved electing Mehls on a unanimous vote. 3. Update on Training Held and Upcoming Classes The total dollar amount awarded to St. Croix County this fiscal year in training grants is now $15,885. Both Smith and VanderWyst made positive comments about recent Confined Space Entry classes they took, citing the hands-on experience that the instructors from NSP actually had. Colvard stated that an additional Confined Space Entry class has been requested and he will follow up on that. Mehls spoke about the need for a railroad spill course. Cooper stated that a minimum of 20 people would need to be registered in order to hold that class. 4. Update on Tier II Reporting for 1997 A letter was sent to the State identifying three potential non- compliant facilities in the County. This letter was shown to the Committee. The State will follow up on this request for assistance and notify Emergency Government of actions taken. 1 5. Plans Updated since Last Meeting The following two off -site facility plans were updated during the 3rd quarter of FFY 1998: 1. Ameritech - Hudson 2. A T & T - Hudson The Emergency Government office has now exceeded its required plan updates for the year. 6. Exercise Sub -Committee Report Mehls spoke regarding the training exercise held on June 11, 1998 for Hudson area elected officials. There were 16 participants, including representatives from four townships and the City of Hudson. Emergency resource binders handed out at the exercise were shown to the Committee. One point brought out at the exercise included having a line of succession in the event of a disaster (in the event that one key person is away or unavailable). A similar training exercise will be held for New Richmond area elected officials in August. The LEPC Exercise Planning Sub - Committee will meet on June 30, 1998 to develop this exercise. 7. Public Comments Per Colvard, Emergency Government has been notified of two recent spills, one involving oil and another, hydraulic fluid. Colvard next handed out information regarding a recent chemical release at an Arcadia, Wisconsin cheese plant. Per Mortensen, there have been two recent incidents in Minnesota where nursing homes had to be evacuated. Hausman spoke about a recent spill into the Kinnickinnic River where liquid manure spread on a field was washed into the river after a heavy downpour. There may have been no violation in law, but the DNR is having the District Attorney's office see whether charges should be filed.
