CROIX COUNTY LOCAL EMERGENCY PLANNING COMMITTEE (LEPC) MINUTES April 15, 1998 Meeting Those present included: Jack Colvard, Pam Benson, Emergency Government; Arthur Jacobson, Chuck Mehls, John Mortensen, County Board; Paul Burch, Sheriff; Jim VanderWyst, New Richmond Fire; Craig Olson, Citizen; Steve Schofield, Highway; Dave Hausman, DNR; Doug Van Someren, Kolpak; Dan Smith, Hudson Fire/Bay West; and Sheila Harsdorf, State Representative. The meeting was called to order at 1:04 p.m. by Vice Chairman Smith. The meeting agenda was adopted on a Jacobson/VanderWyst MOTION. The December 17, 1997 Minutes were approved as corrected on a Mortensen/Mehls MOTION. The next meeting will be held on June 17, 1998. NEW BUSINESS 1. Exercise Sub -Committee Report Per Colvard, a tabletop hazardous material training exercise for Hudson emergency responders was held on March 11, -1998. A complimentary exercise evaluation report was submitted to this office by Jo Ann Patulski, State Training Officer. Another tabletop exercise will be held June 4, 1998 for local elected officials. Plans were then discussed for additional training exercises. 2. Update on Training Held and Upcoming Classes More than $15,726 in training grants have been awarded to St. Croix County this year, including over $11,00o for Confined Space Entry classes. The number of students is higher than previous years. Per Colvard, the majority of the fire departments in St. Croix County have regularly participated in training classes coordinated and/or presented by Emergency Government. Smith stated that the amount of training required by volunteer fire departments is the same as that for paid departments. Colvard reported that St. Croix County has received the third or fourth highest amount of training dollars in Wisconsin, following Dane and Milwaukee counties. Training funds provided by Emergency Government can leave more money in the budget for local municipalities to purchase equipment. 3. Update on Tier II Reporting for 1997 A list of St. Croix County planning and reporting facilities was shown to the Committee. Quite a few facilities have not reported the chemicals they had on site during 1997, as required by the State. Emergency Government will contact these facilities. 4. 2nd Quarter FFY (Federal Fiscal Year) 98 Updated/New Facility Plans The following four off -site facility plans were updated during the 2nd quarter of FFY 1998: 1. City of River Falls Well #5 2. Friday Canning Corporation - New Richmond 1 3. Blue Ribbon Feed - New Richmond 4. Nelson Farm Supply - River Falls A new facility plan was written this quarter for the following facility: 1. Cady Cheese Factory, Inc. - Wilson 5. Public Comments A discussion was held concerning the distance St. Croix County is from the West Central Wisconsin Hazardous Response Team in Eau Claire and its value to St. Croix County. Smith stated that most call -outs for Regional Response Teams could be handled by a Level B team. Per Smith, local jurisdictions need money for equipment instead of State funding going to a Regional Response Team 12 to 2 hours away. Harsdorf stated that there was a study done two or three years ago on the Regional A and B teams. She will request that a current study be done. Burch stated that there will be a mass casualty drill held in Somerset on May 9, 1998. A concert will be held there on May 23rd and 24th of this year. 50,000 people may attend the concert. After questioning, Colvard stated that exercise funding by Emergency Government is mainly for hazardous material incidents and requires 30 - 60 day notice being given to the State. If Emergency Government participates, however, liability protection for the exercise is activated under State Statute 166.
