UNFINISHED BUSINESS:
Ron Lockwood presented the detailed Request for Community Options
Start -Up Funds in the amount of $50,000 for the period July 1 to
December 31, 1998. Members felt that more information should have
been provided regarding the specific services to be purchased. Motion by
Wanda Viellieux, second by Robert Boche to approve the start-up fund application.
Motion Carried.
Aging Department Report:
Director Sandy Gehrmann reported taking in over $700 at the County Fair for the
Elderly Nutrition Program and the Faith In Action Program.
Sandy also noted upcoming events sponsored by the County Department on Aging.
Senior Leadership Training August 26, 1:30-4:30pm in the Community Room,
lower level of the County Government Center in Hudson will include a public
hearing on the 1999 Budget for the Department on Aging. Main speakers will be
Ann Gustafson, Victim Witness Coordinator, and Dave Nestrude and Mary Bohen of
the Neighborhood Watch Program.
Sandy said there would be a Meatball Dinner and Silent Auction September 11 from
4:30-8pm to benefit the Day Awa Clubs and the Faith in Action Program at the
Baldwin Community Center.

Attorney General Jim Doyle will be the featured speaker at "Protecting Your Rights: A
Conference for Older Consumers" to be held on Tuesday, August 25 in Eau Claire. The
conference is being underwritten by Bank One, Wisconsin and Firstar Corporation, and
sponsored by Wisconsin's Department of Justice, the Coalition of Wisconsin Aging Groups
and local county aging units, including St. Croix County Department on Aging.
Elderly citizens of Wisconsin are at risk of becoming victims of financial exploitation and
other crimes. The best strategy for preventing the enormous economic and emotional losses
that crime costs Wisconsin's senior citizens is education. "Protecting Your Rights: A
Conference for Older Consumers" provides an opportunity to educate senior citizens on ways
to prevent their victimization, as well as information on how to report if a crime should occur.
Speakers and presenters include the Attorney General, Assistant Attorneys General, experts
from the private sector, and local law enforcement officials.
The conference starts at 9:30 a.m. with lunch served at 12:15, and concludes at 2:30 p.m.
The following workshops will be offered:
Recognizing and Preventing Consumer Fraud
How To Be an Informed Investor
Cracking Down on Insurance, Medicare and Medicaid Fraud
Protecting Yourself from Becoming a Victim of Crane
Avoiding Guardianship while Minimizing the Risk of Financial Abuse
Recognizing Deceptive Health Care Practices
The conference will be held at the holiday Inn (Campus Area) in Eau Claire. Facilities are
fully accessible. Parking is free_

Purpose of request and expected outcomes:
Funding for case management staff for the initial months until the position's
caseload generates sufficient case management hours for reimbursement. Initial
and start-up costs to expand services especially for twenty persons currently
on COP and Waiver waiting lists.
Number, type and duties of new staff.
One full time social worker position to provide case management services for
persons currently on COP and MA Waiver waiting lists. Duties would include
needs assessment, care planning, ongoing monitoring and case coordination
services.
For service development request, include collaborative efforts with other agencies
and organizations:
Service development efforts will be3 coordinated with the following contract
agencies: Aurora Residential Alternatives, REM, Brotoloc Community Services,
Adapted Living.Programs, Indianhead Home Health, The Lutheran Home of River Falls
and Spring Valley Home Health Services.

Re: 1998 COMMUNITY OPTIONS PLAN UNCONDITIONAL APPROVAL
This memo is written to formally confirm for you the unconditional approval of your 1998
Community Options Plan Update.
This approval does not address the part of your plan relating to care management standards.
You will receive feedback on that part of your plan directly from the Bureau on Aging and Long -
Term Care Resources.
Please continue to inform me of any policy changes you may adopt throughout the year.
As you know, the Department and the Governor are continuing to put forth Family Care, a
proposal to redesign the long-term care system. We are now piloting the resource center
concept in eight counties including, LaCrosse, Trempealeau, and Jackson in this region. We
are currently seeking county applicants who are interested in demonstrating the care
management organization component, and are optimistic that the legislature may begin its
deliberations this fall.
Long-term support committees are in a key position to foster local involvement in this effort. The
Department is available to assist you in your local planning efforts as you prepare for this
