Motion carried. TDD 246-8325 Motion by Robert Boche to accept minutes of previous meeting; Second by Marguerite Sumner. Carried. DATE OF NEXT MEETING: Thursday, July 30, 1998. Meeting will be held at Human Services Complex in New Richmond. UNFINISHED BUSINESS: Ron Lockwood discussed the increase in COP dollars for 1999 related to the COP Waiting list. In the past the waiting lists for our programs were set up so if someone was eligible for COP & CIP1 B, they were on both lists. This was changed some time ago to eliminate duplication in the waiting lists. In the meantime, the state decided to allocate more dollars based on the length of the COP Waiting list in each county. Since St. Croix County did not include ALL COP Eligible persons on the list, the numbers and dollars based on this is fairly low. Ron informed the committee that he requested special consideration due to this, but was refused. In the future the waiting list will still not be duplicated, but that in any instances that information is requested, he will include all COP eligible persons on that waiting list. Ron also informed this committee that there will be a seven percent increase in COP dollars for 1999. The new Total COP Allocation = $372,000. There will also be an increase in the State Share of COP-W dollars. COP Start -Up Grant: Ron Lockwood requested that this committee endorse the application for a new COP Start Up Fund Grant with funds available up to $50,000. These funds would be used specifically to defray the costs of the extra time that is needed to get persons started up on the DD Waivers and COP/Waiver programs. One thing it could pay for is a Limited Employment position (part or full time). This person could specifically do assessments, plans, and get approval from the state for waiver programs. There was much discussion. Due to time restriction for the application, Mr. Lockwood needed this committee approval. He can, however, send in the application without it and can get committee approval at a later date. A motion was made by Keith Gregerson for Ron Lockwood to take action on this application for the grant; if the committee does not approve the final proposal, it can be declined. Motion second by Wanda Viellieux. Motion carried. VARIANCE/PURCHASE REQUESTS: Variance Request: Request made that approval for COP funds pay for an elderly woman to live at Birchwood Apts. These are independent apartments attached to a nursing home, which are not eligible for COP funds without a variance. This woman has lived in this place for a few years and her assets are now down to where she needs financial assistance to continue living there and it would be a hardship for her to move. Motion made by Robert Boche that this committee approves variance for this woman to remain at Birchwood Apts. and that COP funds be used for a portion of this living situation. Second by Bruce Bayer. Carried. Variance Request: Ron Lockwood informed the committee of the need to set a limit on the total annual percent rate of expenses going toward Community Based Residential Facility supported living. In the past the state set a limit of 25%. The state is no longer setting the limit; it is the individual county's responsibility to set the limit. Motion by Wanda Viellieux to set the limit for CBRF Annual expenses to 30% of total annual expenses. Motion second by Keith Gregerson. Discussion took place. Motion by John Mortensen to amend the limit amount to 25%; motion second by Marguerite Sumner. Amendment carried. Actin on main motion carried. Alzheimer's Research funding: A motion was made by Marguerite Sumner for this committee to write to Senator Kohl as soon as possible and ask him to support a $100 million increase in funding for Alzheimer's Research at NIH (National Institute of Health). The Senate Appropriation subcommittee on Labor, Health and Human Services and Education will meet in late June early July to decide how much money it will allocate for Alzheimer's research funding. Our Senator Herbert Kohl is a member of this subcommittee and his support is absolutely critical. By the time the baby boomers reach the age of great risk 14 million Americans will have Alzheimer's — that could also be more than one of us. Motion second by Bruce Bayer. Carried.
