Public Health Family Planning Roll call was taken with eight members resent for quorum. g p WIC 246-8263 The financial item in the New Business will be discussed first to allow Mr. Dowd to be St. Croix Industries excused from this meeting early. Agenda adopted with motion by Lee Kellaher; second 246-8299 by Marguerite Sumner; carried. FAX 246-8225 Previous minutes were approved as submitted with a motion by Lee Kellaher, second by 246-8220 James Craig; carried. Information Other Departments Next Meeting will be held Thursday, April 30, 1998 at 1:30pm at the Health & Human 715/246-6991 TDD Services Complex in New Richmond. 246-8325 Ron Lockwood reported that Larry Weisenburger resigned his position on the committee. County Board Chair Tom Dorsey appointed Robert Boche in his place. Financial Report: Ron Lockwood presented the 1997 Year End Financial Report. All programs were within projected limits. Mr. John Dowd, Human Services Board Member was in attendance as he had questions regarding the waiting lists for long term support programs. Ron Lockwood explained how the funding works and how the numbers on the waiting list are arrived at. Issues discussed were persons being counted when they are waiting for more than one program, persons currently receiving other services but waiting to get on the waiver programs, and persons who are currently in process of being approved by the state. Ron Lockwood agreed that the current financial report appears not to be clear to some of the members of this committee. Ron and long term support staff will work on revising the format of the report to be more detailed by the next meeting of this committee or sooner. UNFINISHED BUSINESS: Variance & Purchase Requests: A request is made to this committee by Deloris Mosay, LTS Social Worker, to endorse the application of James Veenendal to request special high cost COP funds from the state for the purchase of a van and for home modifications. James is 27 years old and a paraplegic due to a fall. Jim ambulates with the use of a power scooter or wheel chair. James will be applying for these funds to purchase a used van to allow him to transport himself to college so that he may pursue training so he may work again. This van would already be equipped with hand controls and a chair lift. Jim's current living arrangement is that he has access to the lower level of his parent's split entry home. He will be requesting funds to have a lift installed so that he can access the main living area and kitchen area so that he can start to cook for himself and enjoy meals with his family. James will request the following dollar amounts: Van $20,000 (hand controls and chair lift already equipped) Chair Lift for home $ 6,000 A motion made by Lee Kellaher to endorse this application for COP High Cost Funds from the State; seconded by Robert Palewicz; carried unanimously. Aging Unit Report: Sue Kramer, Benefit Specialist from the Office on Aging in Hudson explained the services of the benefit specialist. A brochure was handed out and Ms. Kramer answered questions for the members. Update on Long Term Care Redesign from Ron Lockwood. Mr. Lockwood handed out copies of Governor Thompson's State of the State Address from January 20, 1998. Governor Thompson speaks of the new Family Care Program. An outline of main components is also distributed to members. Implementation goal is the year of 2000, but drafts for the new programs are to be submitted by July of this year. Ms. Viellieux expressed concern in not knowing enough details regarding this proposal and indicates concern that too many will lose current services to increase the number served. Mr. Lockwood said at this time this committee does not need to endorse any of this outline. James Craig suggested that this item be an agenda item for the coming months to allow discussion of information regarding long term care redesign as it arises. The committee agreed and therefore this will be added as an agenda item for the coming meetings. Supportive Home Care Spending Limits were discussed at a recent Family Support Program Advisory Committee meeting and it was suggested that the families receiving the service be the ones to determine what services the $3000.00 limit would go towards. Discussion. Motion made by Marguerite Sumner that the Supportive Home Care Limit be limited to $3000.00 per year per family; leaving it to the discretion of the family to use the funds towards the services they feel that they need.
