SUBMITTED BY: Debra Kathan Personnel Director DATE: September 14, 1998 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Date: September 17, 1998 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1 p.m. by Chairman Bill Krueger. Members present: Krueger, Art Jacobson, Gerald Peterson, and Herb Giese. Excused absence: Mary Louise Olson. Also present: Debra Kathan. Moved (Giese, Jacobson) and approved to adopt the agenda as presented. Next meeting was tentatively set for November 4 at 1 p.m. Moved (Jacobson, Peterson) and approved to accept the minutes of the August 5 meeting. Moved (Giese, Jacobson) and approved to accept the minutes of the August 18 Joint Meeting between Finance and Personnel Committees. Discussion regarding the Classification/Compensation System and the Hay method of evaluation used for the County's non - represented positions. The Committee reviewed the report from the Evaluation Team regarding the reclassification requests for three positions. Moved (Giese, Jacobson) and approved to adopt the following point factor totals for the reclassified positions: Child Support Specialist Cl2 132 C3 (25) 33 C1C 43 Total: 208 Land Conservation Specialist DI2 175 D3 (33) 57 D1C 57 WC-9 Total: 298 V/W Program Coordinator EI2 175 D3 (33) 57 D1C 66 Total: 298 None of the point totals placed the reclassified positions in new pay grades. Kathan was directed to report back to the Committee in December regarding the duties and responsibilities assigned to the Land Conservation Department. Kathan noted that she and the Corporation Counsel had met earlier in the week regarding the handling of legal issues related to personnel matters. Counsel noted that he will not be pursuing an active participation by his office in labor -related matters. The Committee reviewed several requests for temporary help positions in the 1999 budget. Moved (Peterson, Giese) and approved to recommend that the following positions be included in the 1999 budget: **Auxiliary Deputies (14) in the Sheriff's Department at a cost of $43,230 **Troy Park Supervisor, Park Technicians (9) for Glen Hills and Troy Beach and Park Workers (2) for Glen Hills at a cost of $52,192 **DD Case Managers (2) for Long Term Support, Human Services at a reimbursed cost of $31,945 **Telecommunicators (2) for the Emergency Communications Department at a cost of $15,346 **Secretary in Planning at a cost of $2,369 **RPL Assistant in the Planning Department at a cost of $6,338 **Court Clerk in the Clerk of Courts Office for one-half year at a cost of $5,113 **4-H Summer Assistant in the Extension Office at a cost of $2,500 **Clerical Aide in the Land and Water Conservation Department at a cost of $1,640 **Project Aide in the Land and Water Conservation Department at a reimbursed cost of $1,640 **Legal Clerical in the Corporation Counsel's Office at a cost of $10,617 **Lawn Care Workers (2) in the Maintenance Department at a cost of $9, 156 **Legal Advocate in the Victim/Witness program for one- half year at a reimbursed cost of $6,914 **Child Support Clerk and Data Entry Operator in the Child Support Office at a reimbursable (66%) cost of $16,522 Moved (Peterson, Giese) and approved to adjourn at 2:55 p.m. Respectfully submitted, Debra Kathan Acting Secretary
