SUBMITTED BY: Debra Kathan Personnel Director DATE: March 30, 1998 Revised April 1, 1998 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members PERSONNEL COMMITTEE MEETING Date: April 6, 1998 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1 p.m. by Chairman William Krueger. Members present: Krueger, Art Jacobson, John Bradley, Mary Louise Olson, and Tim Filipiak. Also present: Debra Kathan and John Krizek. Moved (Bradley, Jacobson) and approved to adopt the agenda as presented. Date of next meeting was set for April 9 at which time the Committee will review a grievance arbitration issue regarding health insurance. Moved (Jacobson, Bradley) and approved to accept the minutes of the March 2 meeting. The Committee reviewed labor issues including the imple- mentation of the Preferred One health insurance plan and the employee levels of participation. The Committee reviewed information regarding the current pay levels of elected officials and comparisons with the same positions in other counties. At 1:45 the elected officials met with the Committee to discuss the setting of wages for the term of office from 1999 through 2000. Attending the meeting were Paul Burch, Sue Nelson, Mary Jean Livermore, Kay Walsh, and Lori Meyer Frascht. Frascht referred to data indicating that the St. Croix County positions, excluding Sheriff, were paid at levels $2,500 to $4,000 less than their comparable counterparts. The gap between St. Croix County and the comparable counties had increased since the wages were last set in 1996. Burch noted that St. Croix County's Sheriff's operation included more staff and a greater budget than in most surrounding counties. The officials were dismissed from the meeting. Discussion regarding the setting (Bradley, Olson) to increase the rates of three percent (3%) for 1999 and three Motion (Jacobson, Filipiak) to amend the percent in 1999 and 3.5% in 2000. Roll ca opposed, 2 in favor; motion defeated. OlE voted in the negative. Roll call vote opposed, 4 in favor; motion carried. negative. It was noted that the 1999 wac adjustment as an insurance buy-out. Moved approved to adjourn at 3 p.m. of salaries.
