CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI NOVEMBER 17,1998 PRESENT: Chairperson Ron Raymond, Supervisors Dave Hense, Gerald Larson, Linda Luckey and Art Jensen. Staff: Dave Fodroczi, Ellen Denzer, and Judy Kahler. Chairperson Ron Raymond called the meeting to order at 9:00 a.m. Motion by Larson to adopt the agenda. Motion carried. Development Management Plan Revisions Planning Director Dave Fodroczi and County Planner Ellen Denzer presented the map revisions to the Committee. Extensive discussion on the changes. The Planning area name changes consisted of general rural to rural residential planning, change the name of agriculture to general rural planning area. Density changes were to replace maximum gross density in the rural residential and general rural planning areas. Replace the maximum gross density of 13 dwelling units/40 acre in the rural residential planning area with an average gross density of 8 dwelling units/40 acre. Replace the maximum gross density of 2 dwelling units/40 acres in the general rural planning area with an average gross density of 4 dwelling units/40 acres. Density bonus of 7/40 in the rural residential planning area and 6/40 in the general rural planning for conservation design were eliminated. Established a density bonus of an additional 25 % of the base density for conservation design according to the allowable density in the applicable zoning district. Minimum lot size increased for conventional lots in the rural residential planning area from one acre to two acres. Density transfer in the rural residential planning area would be eliminated. Continue density transfer in the general rural planning area if density transfers are made to parcels with the same or greater density. Added to the plan would be another general agriculture zoning district and revise the allowable density in the proposed Rural Residential 3-RR3 Zoning District to be consistent with the average gross densities in the Rural Residential and General Rural Planning Areas. Table attached to minutes. Text changes for Planning and Zoning include text should be added to the plan that describes the plan as a general, long-term guide for decisions about land use and density. The initial zoning maps for the new ordinance should apply districts that represent current land use and density. As changes in land use, density or zoning are proposed, they should be reviewed for consistency with the various policies in the plan.
