Location: A parcel of land located in the SW 1/4 of the SW 1/4 of Section 25, T31 N-R17W, Town of Stanton, St. Croix County, Wisconsin. 2) Neal Krumm to rezone a 20.00 acre parcel of land from Agriculture to Ag-2. Location: A parcel of land located in the SE 1/4 of the SW 1/4 of Section 25, T31 N-R17W, Town of Stanton, St. Croix County, Wisconsin. 3) Steve Halleen to rezone a 4.0 acre parcel of land from Agriculture to Ag/Residential. Location: A parcel of land located in the SW 1/4 of the NW 1/4 of Section 15, T31 N-R17W, Town of Stanton, St. Croix County, Wisconsin. Staff present: Mary Jenkins Chairman Raymond called the meeting to order at 7:00 p.m. Zoning Business 1) Neal Krumm to rezone a 15.08 acre parcel of land from Agriculture to Ag Residential. Location: A parcel of land located in the SW'/4 of the SW'/, Section 25, T31 N-R17W, Town of Stanton, St. Croix County, Wisconsin. 2) Neal Krumm to rezone a 20.00 acre parcel of land from Agriculture to Ag 2. Location: A parcel of land located in the SE'/4 of the SW'/4, Section 25, T31 N- R17W, Town of Stanton, St. Croix County, Wisconsin. 3) Steve Halleen to rezone a 4.0 acre parcel of land from Agriculture to Ag/Residential. Location: A parcel of land located in the SW % of the NW'/4, Section 15, T31 N-R17W, Town of Stanton, St. Croix County, Wisconsin. Other Business: Register of Deeds budget line transfer approval. Kay Walsh, St. Croix County Register of Deeds, came before the committee requesting a line item transfer of $5001. The money was budgeted for Software maintenance, but will not be used, as a 90-day maintenance agreement will be furnished free of charge with installation of the new automation program. Ms. Walsh is requesting that the $5001 be transferred to salaries to allow additional staff hours. Hense, seconded by Larson made a motion, to approve the line item transfer as requested. Motion carried. Ms. Walsh will present the request to the Finance Committee. Zoning Chairman Raymond opened the hearing and explained the hearing procedure. The notice was read into the record. Jean Krumm, 1940 STH "64", New Richmond, told the committee that she and her husband, Neal, own 35.08 acres and wish to rezone 15.08 acres to Ag Residential for a single family dwelling. Dick Hesselink, Town Board Chairman, said that because the minimum acreage in the Ag 2 District is 20 acres, the town feels compelled to support the remainder 15.08 acres being rezoned to Ag Residential. Jenkins read a letter from the town from the file recommending approval. Chairman Raymond called for comments in support of, or in opposition to the request. None were heard. Jean Krumm explained that they wish to rezone the 20 acres, which includes the buildings, to Ag 2. Mike Krumm, who wishes to purchase the 20-acre parcel, spoke in favor of the rezoning. The town supports the rezoning. Town Board Chairman, Richard Hesselink, certified that Wisconsin Statute 91.77 provisions have been addressed. No opposition was voiced. Jenkins summarized the request for the committee. A motion was made by Hense, and seconded by Jensen to close the hearing. Motion carried. A motion was made by Jensen to recommend that the County Board approve the request of Neal Krumm to rezone 15.08 acres from Ag to Ag Residential, and 20 acres from Ag to Ag 2, noting that both the town and the county have addressed the provisions of Wisconsin Statute 91.77. Motion seconded by Hense. Motion carried. A motion was made by Hense and seconded by Jensen to reopen the hearing. Motion carried. Steve Halleen, 2162 170th Street, New Richmond, told the committee that he is requesting to rezone 4 acres from Ag to Ag Residential for a building site. No one spoke in favor of or opposition to the request. Linda Anderson, 2156 1701h Street, questioned the location of and access to the lot in regard to her property. Mr. Halleen addressed her questions. Richard Hesselink, Town Board Chairman, said that the town supports the rezoning and attests that the provisions of Wisconsin Statute 91.77 have been addressed. Jenkins summarized the request for the committee. A motion was made by Hense to recommend that the County Board approve the request of Steve Halleen to rezone 4.0 acres from Ag to Ag Residential, noting that the provisions of the statute have been addressed. Motion was seconded by Jensen and carried unanimously. A motion was made by Hense and seconded by Larson to adjourn. Motion carried. Meeting adjourned at 7:45 p.m. Gerald Larson,OkffiF, Recorder
