MINUTES
PLANNING, ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
October 13, 1998
PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, Dave Hense and Linda
Luckey. Staff: Mary Jenkins, Debbie Murphy and Joe Grant.
Chairman Ron Raymond called the meeting to order at 9:05 a.m. Motion by Jensen, second by Larson
to adopt the agenda. Motion carried.
Next Meeting Date.
The next meeting is scheduled for Wednesday, October 14, 1998 to interview candidates for the Zoning
Director position. There is also a meeting scheduled for November 10th at 9:00 a.m. These meetings are
scheduled to be held at the Government Center in Hudson.
Chairman Raymond informed the committee that Dave Fodroczi will not be attending the meeting today
unless necessary.
Minor Subdivisions
Minor subdivisions were presented by Mary Jenkins. Please see Attachment A.

LaVenture Rezonement
Mary Jenkins, Assistant Zoning Administrator, explained that there was a hearing held on this application
on September 30th and the Committee postponed a decision until they received information from the
Department of Transportation on the new road that will be constructed near this property. Jenkins has
received a map from the D.O.T. showing the proposed road and the right -of way. Jenkins went over the
map with the Committee. According to Ray Drake of the D.O.T., the proposed right-of-way could eliminate
use of up to 100 feet of the 350 feet depth requested to be rezoned.
After some discussion, there was a motion made by Raymond, seconded by Hense to deny the proposal
to rezone the LaVenture property from Ag/Residential to Commercial as it has not been determined if the
amount requested will allow the LaVentures to establish their proposed business without the need for
variances. The committee suggested that the LaVentures resubmit a new application based on the
proposed parameters set by the Department of Transportation for the new road. All in favor. Motion
carried.
PARK BUSINESS
Parks Bills & Invoices
Parks Director Joe Grant presented a list of the October 1998 bills. The Park Accounts total was
$1,666.92 and the Custom Accounts total amounted to $5,173.88. The Custom Account bills were for
maintenance done at Glen Hills Park and Grant went over this with the Committee. Motion by Hense,
second by Larson to approve the bills as submitted. Motion carried.
Park Manager's Report
Wildwood Trail
Grant told the Committee that they will be doing five major culvert projects and are ready to start these
at any time. These projects will be funded by the Snowmobile Aids/ Bridge Rehab Program. The Highway
Department will install these culverts.
Bass Lake
Chuck Christensen is working on the Bass Lake lease. There was some discussion on who is to be
responsible for maintenance of the road. Raymond asked Grant to talk to Chuck as to where he is at on
this lease. Grant will report back to the Committee.
Perch Lake
Grant stated that he will be sending out a report to all County Board members with a cover letter to them.
This report will inform the County Board members where we are at on this project. Grant will also include
costs associated with the Onstott property.
Grant will be looking into getting rid of some old jeeps and a dump truck. He will be getting an appraisal
on what they are worth and look into selling them. There is someone that does this for the county and
Grant will contact him. It was also suggested to sell them at the auction that is held at the New Richmond
Health Center. Grant will talk to John Krizek about this.
Budget
Grant said that nothing was cut from his budget, but that they will be looking at a new building for parks
rather than purchasing a new truck.

There will not be any Planning Business today.
