The hearing was called to order at 7;45 p.m. by Vice Chairman Hense.
The hearing notice was read into the record.
Zoning Business:
Sonnentag Family Limited Partnership to rezone a 40 acre parcel of land
from Ag/Residential to Industrial.
Location: The westerly 40 acres of the E 1/2 of the NW 1/4 and the E 1/2
of the NW 1/4 of the NW 1/4, Section 34, T29N-R18W, Town of Warren,
St. Croix County, Wisconsin.
Hense explained the rules of the hearing. The legal description was clarified by Jenkins
and representatives of County Concrete. The correct legal description of the property
to be rezoned is the W 1/2 of the NE 1/4 of the NW 1/4 and the E 1/2 of the NW 1/4 of
the NW 1/4, Section 34, T29N-R18W, Town of Warren.
Jeff Cote, Eau Claire, Wisconsin, General Manager of the Eau Claire Branch of County
Concrete, presented the request for rezonement. He explained that Sonnentag Limited
Family Trust is the owner of the property and County Concrete and County Prestress
are operating on the property. He presented committee members with topographical
maps, plans of operation and correspondence outlining the request to rezone 40 acres.
He showed members where the property is on the map provided and explained that 2
buildings will be constructed on the property.
Vice chairman Hense explained to Cote that the committee's job tonight is only to
consider the rezoning of the property, and that building locations and site plans will be
considered at the time of the special exception use permit for the use.
Cote spoke of the town's request for 50% of the area to remain in green space. Jenkins
explained to the committee that green space should also be considered a part of the
special exception use permit.
Dan Raebel, employee of County Concrete, 108 Warren Street, Roberts, Wisconsin, said
that the Town plan addresses green space. The Township was not represented at the
hearing. Correspondence from the Town supporting the rezoning was read into the
record.
Committee members questioned storm water and erosion control, dust and run off
caused by the operation, water use and waste products resulting from the use. Cote
explained that the use will be a clean, industrial use with no hazardous materials used.
Vice Chairman called for further questions or comments, and when receiving none,
called for a motion to close the hearing. A motion was made by Larson, seconded by
Jensen to close the hearing. Motion carried.
A motion was made by Jensen recommending that the County Board approve the
rezoning request for 40 acres from Ag/Residential to Industrial recognizing that the
Industrial Zoning district will be compatible with surrounding land uses, and that a special
exception use permit is required for any use within the Industrial District. The committee
requests that runoff issues be addressed as part of the special exception use permit.
Motion seconded by Larson. Motion carried by a unanimous vote.
A motion was made by Hense, seconded by Larson to adjourn. Motion carried.
