Committee present: Ron Raymond, Linda Luckey, Gerald Larson, Dave
Hense.
Committee absent: Art Jensen, excused.
Staff present: Mary Jenkins
The hearing was called to order by Chairman Raymond at 7:30 PM. The hearing notice
was read into the record.
Zoning business: Dwayne & Jeannine Carlson to rezone a 16 acres
parcel of land from Ag to Ag Residential.
Location: Part of the NE'/ -SE'/, Section 28, T28N-
R19W, Town of Troy, St. Croix County, Wisconsin.
Chairman Raymond explained the rules of the hearing.
The applicant, Dwayne Carlson, explained to the committee that the area proposed to
be rezoned is wooded, that soil tests have been done, and that they wish to create lots
for family members. He said that the correct acreage is 11.684 acres, not 16 acres.
Brian Nelson, 405 Townsvalley Road, speaking in support of the request, said he wants
to reside in the township, and wishes to build a house on one of the lots.
Barb Nielson, 582 Sykora Lane, questioned where access for the lots is and how large
the lots will be.
Dean Albert, Town Board Chairman, said that the Town of Troy supports the rezoning
and that Wisconsin Stats. 91.77 has been considered. Jenkins read the letter received
from the township.
Jenkins gave the committee a summary of the request. and told committee members
that the staff supports the rezoning based on the fact that both the town and the county
have addressed the provisions of Wisconsin Stature 91.77.
A motion was made by Hense, seconded by Larson, to close the hearing, Motion
carried.
A motion was made by Hense to recommend that the County Board approve the
rezoning request of Dwayne and Jeannine Carlson to rezone 11.684 acres from Ag to
Ag Residential, stipulating that the provisions of WI Stats. 91.77 have been considered
by the township and the county. The motion was seconded by Larson. Motion carried.
A motion was made by Hense and seconded by Raymond to adjourn. Motion carried.
The hearing adjourned at 7:45 PM.
