PUBLIC PROTECTION COMMITTEE MEETING
December 8, 1998
MEMBERS PRESENT: Julie Speer, Chuck Mehls, Bill Krueger and Tom
Irwin. Bob Gunderson was excused.
STAFF PRESENT: Acting Sheriff Ron Volkert, Patrol Captain Robert
Klanderman, Jail Captain Karen Humphrey, Child Support
Administrator Lynn Holmes, Personnel Director Debra Kathan,
Administrative Coordinator John Krizek and Renee Carufel.
Meeting called to order at 9:00 a.m. by Chairman Speer. Motion to
adopt the agenda as published by Krueger/Irwin. Carried.
Date of the next regular meeting is Jan. 7th 9:00 a.m. Discussion
was held on the Nov. 5th minutes. Motion by Irwin to approve the
minutes with corrections. Krueger was opposed to the corrections.
Irwin withdrew his motion. Irwin asked that the process of
correcting the minutes become more orderly. Irwin made the motion
to approve the second draft of Nov. 5th minutes handed out today as
printed. Second by Krueger. Carried.
Motion by Mehls to amend the previous motion to correct the minutes
to as follows: He should be compensated for each incident and
training, omit "training". Second by Krueger. Carried.
UPDATE ON JAIL PANELS: Humphrey reported Randy Lang will have a
meeting on Dec. 17th at 10:00 a.m. to go over the initial drawings
and get the department's approval.
DISCUSSION OF ERU: Mehls was wondering if there was a conflict of
interest with him being compensated for mileage and phone expenses
only when responding to emergency calls on the ERU team. He was
advised he should get a letter from Corporation Counsel regarding
this issue.
SHERIFF'S REPORT: Volkert has assumed all the duties of the
sheriff because of the death of Paul Burch and is filling in the
remaining term as sheriff along with his chief deputy's duties.
County Clerk Sue Nelson came before the committee and requested no
corrections to the minutes be made until the following meeting when
the whole committee can approve the corrections.
BILLS: Motion by Krueger/Mehls to approve the vouchers for the
Sheriff's department of $10,937.65. Carried. The revenue for the
month of November was $30,709.37.
SHERIFF'S TERM OF OFFICE: Krizek explained that there is no posting
in non -union positions. He said the county was looking at freezing
the PTO and having it thawed at retirement for non -represented
employees. Volkert explained what he would lose by becoming
sheriff as far as benefits were concerned.
MEDICAL EXAMINER'S REPORT: Motion by Krueger/Speer to approve the
bills of $2011.49. Carried.
PATROL CAPTAIN'S REPORT: Klanderman presented a map of all the
fatalities in the county. He also requested the following equipment
from the Polk/St. Croix Drug Fund: Night vision equipment ($3700),
video camera to tape with zero light ($1000), 35mm camera ($175),
26 belt clips ($544), drug testing kits ($500), locking cabinet
($789), and $3000 for drug buy money. Motion by Krueger to approve
up to $10,000 for these items. Second by Mehls. Carried.
Motion by Krueger/Mehls to approve spending $3000 from the
Confiscated Drug fund for the State Patrol to cover aviation
expenses incurred during evidence collection of a county case.
Carried.
Motion by Krueger/Speer to approve the bills of $54,607.63 for the
Jail. Carried. Revenue for the Jail for November was $52,276.29.
Average daily population was 101 for November.
DISTRICT ATTORNEY'S REPORT: Motion to approve the bills of $872.08
by Krueger/Mehls. Carried.
CHILD SUPPORT REPORT: Holmes informed the committee of the new
employee in her department, Wendy Fenske. She reported on hosting
a four county employer central receipting and disbursing
presentation at WITC on Sept. 29th, which was well attended by
several employers in the area.
As of Sept. 30th, child support collections totalled $3.5 million,
which is an average of $395,000 per month. In 1997, the monthly
average was $370,000. According to the 97-98 figures total
collection should be about $4.7 million. St. Croix has a
collection rate of. 52.36%, the state average is 32.16%. Our
paternity establishment rate is 91.880-., state average is 77.780.
Holmes showed the committee the letter which was sent to all
custodial parents statewide explaining the new processing system.
