PUBLIC PROTECTION COMMITTEE MEETING
November 5, 1998
MEMBERS PRESENT: Julie Speer, Chuck Mehls, Bill Krueger and Tom
Irwin. Bob Gunderson was excused.
STAFF PRESENT: Patrol Captain Robert Klanderman, Chief Deputy Ron
Volkert, Jail Captain Karen Humphrey, Medical Examiner Marty
Shanklin and Renee Carufel.
Meeting called to order at 9:00 a.m. by Chairman Speer. Motion to
adopt the agenda as published by Krueger/Irwin. Carried.
Date of the next regular meeting is Dec. 8th 9:00 a.m. Motion
to approve the minutes of Oct. 8th by Krueger/Mehls. Carried.
MEDICAL EXAMINER'S REPORT: Shanklin reported on two autopsies in
October, a 28 yr old male from Star Prairie, and another young man
who died in an auto accident. Motion by Krueger/Speer to approve
the bills of $5433.23. Carried. Revenue for the month of September
is $650.
Shanklin thanked the committee for the support of his budget.
LETTER FROM ATTORNEY GHERTY• Irwin questioned why the evidence was
given back to the plaintiff after the incident. It was explained
that the Sheriff has to release the evidence under the authority of
the District Attorney. Irwin requested that we follow up on the
procedure as to why the evidence was returned but the committee
felt the death certificate, which was the only issue we had, had
been investigated and was closed by the committee at their meeting
of October 8th. The committee advised Irwin to check with District
Attorney Eric Johnson and Corporation Counsel Greg Timmerman to
have his questions answered.
IMMIGRATION UPDATE: Humphrey reported that Immigration has nothing
new to report from Washington D.C. regarding a contract to rent
jail space.
SECURITY REPORT: A security team will be formed to decide how to
spend money to improve security measures in the Government Center.
Some security will be inconvenient such as a metal detector at the
entrance.
JAIL INSPECTION: Humphrey explained the letters from the State
Department of Corrections regarding recommendations from the Jail
inspection. They are as follows: 1. First line supervisory
staffing levels should be reviewed and increased. 2. Dayroom inmate
intercom system be upgraded. 3. Continue training programs.
JAIL ASSESSMENT: Humphrey reported inmates are hanging their bath
towels on their bunks to dry overnight making it hard- for the
Jailers to see if they are, in bed during rounds. The Jail
Inspector suggested putting special hooks in each cell that would
collapse if anything heavier than a towel or uniform is hung on it.
Motion by Krueger/Mehls to approve purchasing towel hooks for each
jail cell from the Jail Assessment fund for a total cost of
$1276.80. Carried.
Humphrey reported Lang & Associates are coming next week with a
mock up of the Accurate Controls. If they are acceptable, they
will start the actual building of these Jail panels.
Humphrey read a letter from Sawyer County requesting the
possibility of entering into a bed renting contract of 25 beds per
day in our Jail. Humphrey suggested informing them our policy is:
first come, first served. We cannot hold 25 empty beds for Sawyer
at this time.
Motion by Krueger/Speer to approve the Jail bills of $33,965.75.
Carried.
SHERIFF'S REPORT: Klanderman presented a bid from Ancom
Communications, Inc. for 32 radios, remote speaker microphones,
warranties and batteries needed for the patrolmen for a total of
$26,715.00. Motion by Mehls/Krueger to approve the purchase of
these from the Polk/St.Croix Drug Fund and Confiscated Drug Fund.
Carried.
Volkert explained we were chosen to be a pilot for some new
fingerprint equipment from the State. We must pay $7500 for this
equipment up front but will be refunded by the State. Motion by
Krueger/Irwin to pay this from the Confiscated Drug Fund. Carried.
Motion by Krueger/Irwin to approve the Sheriff's bills of
$8,708.21. Carried. Revenues for the month of October were
$110,123.46.
DISCUSSION OF THE EMERGENCY RESPONSE UNIT: Mehls informed the
committee of the medical support that is needed on the ERU team.
Question as to whether Mehls should get paid for going out on
emergency calls. The committee's consensus is there is no conflict
of interest and he should be compensated for each incident and
training. Speer will talk to Rich Loney about this matter.
DISTRICT ATTORNEY"S REPORT: Motion by Krueger/Mehls to approve the
bills of $1471.06. Carried.
CHILD SUPPORT: The committee reviewed the contract from the State
with Child Support. Greg Timmerman approved it also. The contract
will be sent on to Chairman Dorsey for his signature.
Motion to adjourn by Irwin/Krueger at 12:00 p.m.
