Chuck Mehls was excused. STAFF PRESENT: Sheriff Paul Burch, Jail Captain Karen Humphrey, Chief Deputy Ron Volkert, Corporation Counsel Greg Timmerman, District Attorney Office Manager Deborah Staberg and Renee Caruf el. Meeting called to order at 9:00 a.m. by Chairman Speer. Motion by Krueger/Gunderson to adopt the agenda as published. Carried. Date of next meeting is July 30, 1998 at 10:30 a.m. for the public bid opening for the jail panels. Date of the next regular meeting is August 7th at 9:00 a.m. Motion to approve the minutes of June 9, 1998 by Krueger/Gunderson. Carried. Motion to approve the minutes of June 22, 1998 by Krueger/Gunderson. Carried. JAIL CAPTAIN'S REPORT• Humphrey reported we have received the Contract from the State regarding available bed space. She will give this to Greg Timmerman for review. This year the contract is for 15 beds instead of 55 beds they contracted for last year. Their budget for next year is $328,000. Last year it was over a million. Humphrey stated she doubted if this would reduce our revenue from the State as they will always fill any beds we have available. SHERIFF'S REPORT• Burch explained the need for a new chair in the Jail central control area that will cost around $1400. This is covered in the budget. Volkert reported a $510 savings on the last fuel bill by demanding the quoted price rather than the delivered cost. Burch reported on a concert that is scheduled for July 18th in Somerset. He also had a request from Chippewa Co. for mutual aid on the same weekend as they are having the Country Jam. The State and Federal Government strongly suggest Polk, St. Croix, Dunn, Pierce Counties and the Division of Narcotic Enforcement send an officer to the annual training conference of the Clandestine Laboratory Investigators Association hosted by the Florida Law Enforcement and the Federal Drug Enforcement Association in August. The officer that attends will then become a trainer for other officers here. Motion by Krueger/Irwin to approve up to $1500 from the Confiscated Drug Fund for this training. Carried. Burch reported on the fatalities, sexual assaults and beatings of this past month. BILLS & VOUCHERS: Motion to approve the Jail bills of $37,863.91 and the Sheriff's bills of $19,998.55 by Irwin/Krueger. Carried. Revenues for June were $98,048.44. The average daily population for the Jail was 103. NEUMANN CASE/CHANGE DEATH CERTIFICATE: Timmerman came before the committee to explain the Supreme Court's decision on a Wisconsin Case Law that is very similar to the Neumann case. There has to be new evidence to change a death certificate based on facts and not on the jury decision. This will be discussed at the August meeting when Marty Shanklin is in attendance. Sheriff Burch reported the US Marshalls will be here Aug. 4th through the 6th to do a survey of our security problems. They will be here August 7th to do some training. MEDICAL EXAMINER'S REPORT: Motion by Krueger/Speer to approve the bills of $5493.19 for June. Carried. CHILD SUPPORT REPORT: Chairman Speer requested approval to exceed the motel allowance of $55.00 for Lynn Holmes for a conference Sept. 22,23 & 24. This is at the Ramada Conference Center in Eau Claire and the only rooms available were $72.00 per night. Motion by Krueger/Gunderson to approve the $60.00 added expense. Carried. She also explained Child Support will receive technical modernization for the computers from the State so they can change to the year 2000 without any problems. The cost of these mother boards for the computers will be $63, 575 and will be 100% funded by the State. DISTRICT ATTORNEY'S REPORT: Motion by Krueger/Gunderson to approve the bills of $2383.43. Carried. Theresa Heil is the new assistant district attorney. Motion to adjourn by Krueger/Gunderson at 10:30 a.m. Tom Irwin, Secretary Renee Carufel, Recording Secretary
