PUBLIC PROTECTION COMMITTEE MEETING
May 6, 1998
MEMBERS PRESENT: Bill Krueger, Bob Gunderson (late), Julie Speer
and Tom Irwin. Chuck Mehls was excused.
STAFF PRESENT: Sheriff Paul Burch, Jail Captain Karen Humphrey,
Chief Deputy Ron Volkert, Patrol Captain Roland Thompson, Child
Support Administrator Lynn Holmes, DA's Office Manager Deborah
Staberg and Renee Carufel.
Meeting called to order at 9:00 a.m. by Bill Krueger. Motion by
Speer to adopt the agenda as published and amended to have the
meeting start out with item #2 since Bob was late. Second by
Krueger. Carried.
Date of next meeting June 9, 1998 at 9:00 a.m.
Motion to approve the minutes of April 7' by Krueger/Gunderson.
Carried.
CHIEF JAILERS REPORT: Humphrey explained that the Jail needs a new
copier. The quote from E. O. Johnson was for $2713. Discussion on
payment for copier from the Jail Assessment Fund. Motion by
Krueger to spend money out of the fund with a second by Irwin.
Carried.
She also reported that the Jailers' radios are getting old since we
have not purchased any since 1990. She received a cost estimate of
$239 to repair one. Humphrey asked if new radios should be
purchases for all the officers. She felt they would last longer if
each officer had their own. This would mean purchasing 12 new
radios for $887.50 apiece for a total cost of $10,650. Motion by
Irwin to table this decision until a tour of the Jail can be taken.
Humphrey reported that the average daily population for April was
104. Immigration has contacted her and wanted to know if St. Croix
County would be interested in adding on to the Jail if they would
pay all the costs. She indicated to them they could put us on the
list of possible sites if there were no strings attached and no
commitment given at this time. We are waiting for a letter from
Washington D.C. regarding a possible addition.
ELECTION OF OFFICERS: Greg Timmerman was called into the meeting to
give his opinion on nominations or casting a ballot for offices.
Motion by Gunderson/Speer to cast paper ballots for each office.
Carried. Results were: Chairman -Julie Speer,
Vice Chair- Chuck Mehls and Secretary Tom Irwin.
BILLS & VOUCHERS: Vouchers for the Jail were reviewed. Motion by
Krueger/Irwin to approve $34,591.61 for the Jail. Carried. The
total revenue for the Jail for the month of April was $122,106.12.
PATROL CAPTAIN'S REPORT• Thompson reported that there were three
fatalities in the County in April. A 22 yr old female who lost
control of her car, 49 yr old male WHO struck a power pole and a 42
yr old male who lost control on his motorcycle.
SHERIFF'S REPORT: Sheriff Burch reported that there will be a
concert in Somerset on May 23rd and 24th. Float -Rite has contacted
the Sheriff's department for help with patrol for that weekend.
They will be paying all the overtime costs that are accumulated.
Sheriff Burch invited any members of the Committee that wanted to
see what went on at such an event to tour with him. It was decided
that if the committee members did go on this tour, they should
receive per diem pay.
He also reported that the department has made the largest crack
bust in St. Croix Co. No other details were available at this time.
Chief Jailer Humphrey explained the necessity of the replacement of
the Jail panels to the new committee members.
SHERIFF'S BILLS: Motion by Krueger/Gunderson to approve the bills
of $20,000.70. Carried.
JAIL DAILY RATE & HUBER STUDY: Sheriff Burch recommends we keep
our rate at $60 per day for the Jail and $15.00 per day for Huber.
No other action was taken at this time.
COPS MORE GRANT: Sheriff Burch reported that we are in the process
of writing this grant now which is due by the first of the month.
This grant will be used for computer equipment. He also reported
that the department will be using the internet to communicate
with other counties about drug related cases. This will cost around
$18 per month to be paid to Computer Services.
MEDICAL EXAMINER'S REPORT: The bills were reviewed.. Motion by
Krueger/Gunderson to approve $2295.51 for the Medical Examiner.
Carried.
DISTRICT ATTORNEY'S REPORT: Deb Staberg reported that District
Attorney Eric Johnson was in Madison for a meeting. Motion by
Krueger/Irwin to approve the bills of $1042.29. Carried.
Staberg also explained the DA's office will be going on the State
computer program so all the District Attorneys in the state will be
using the same software.
CHILD SUPPORT REPORT: Holmes explained the changes in the Child
Support Department due to the changes in Federal
laws. She also explained the need for a new position in 1999
because the Child Support Department will be taking on
responsibilities for financial tasks which at present are performed
by the staff in the Clerk of Courts office.
Motion to adjourn at 11:40 a.m. by Gunderson/ Irwin. Carried.
