APRIL 7, 1998
MEMBERS PRESENT: Bill Krueger, Jack Dowd. Chuck Mehls and Bob
Gunderson. Lee Kellaher was excused.
STAFF PRESENT: Sheriff Paul Burch, Jail Captain Karen Humphrey,
Chief Deputy Ron Volkert, Patrol Captain Roland Thompson, Child
Support Administrator Lynn Holmes, District Attorney Eric Johnson,
Communications Director Bruce Brantner, Process Server Tom Belongia
and Renee Carufel.
Meeting called to order at 1:00 p.m. by Chairman Krueger. Motion to
adopt the agenda as published by Mehls/Dowd. Carried.
Date of next meeting May 6th, 9:00 a.m.
Minutes of March 6th were reviewed. Sheriff Burch corrected the
amount to spend in the Sheriff's report to read $3143 instead of
$3050. Motion to approve the corrected minutes of March 6th by
Gunderson/Dowd. Carried.
CHIEF JAILER'S REPORT: Humphrey explained that some doors in the
Jail need to be painted around the pulls. She has been advised that
if`a stainless steel plate was placed under the door pull this
would prevent future chipping of the paint. Motion by
Mehls/Gunderson to approve spending $800 from the Jail assessment
fund for these plates. Carried.
INSPECTION OF JAIL PANELS: Humphrey reported that Randy Lang
explained the difference between mouse graphics and touch screen
on the new Jail panels. Several persons from the department are
going to tour four prisons to see these panels in working order
before we make a decision on which ones we want to purchase.
PATROL CAPTAIN REPORT: Thompson requested a new radio for the
patrol boat because we cannot communicate with the Federal Park in
St. Croix Falls. This purchase should come from the Polk/St.Croix
drug fund. Motorola quoted us a price of $3.095 and $100 to
install. We should receive a rebate from the DNR for up to 50k.
Motion by Dowd/Gunderson to purchase the radio- and have it
installed. Carried.
Thompson reported that complaints on overweight loads are down.
County Patrol is working with the State Patrol helicopter on
issuing overweight and speeding tickets. It was reported that 60
tickets were issued in one day with the average speed of these
drivers going over 90 MPH.

CHILD SUPPORT REPORT: Holmes reported the difference between a
Specialist I and II with an explanation of their job descriptions.
The committee reviewed the old job descriptions and the new ones to
see if they are acceptable to pass on to the Personnel Committee.
There will be more responsibilities in the Child Support office
after Oct. of 98. Motion by Mehls/Dowd to accept the new job
description and forward it to the Personnel Committee for the
annual reclassification review. Carried. Roll call vote, all yes.
Motion to go into closed session by Mehls/Gunderson at 3:15 p.m.
Carried. Roll call vote, all yes.
Motion to reconvene into open session at 3:42 p.m. by Dowd/Mehls.
Carried.
The Committee requests Deb Kathan to review Lynn Holmes'
performance appraisal.
Motion to adjourn at 3:50 p.m. by Gunderson/Mehls. Carried.
