PUBLIC PROTECTION COMMITTEE MEETING
MARCH 6, 1998
MEMBERS PRESENT: Bill Krueger, Lee Kellaher, Jack Dowd. Chuck
Mehls and Bob Gunderson were excused.
STAFF PRESENT: Sheriff Paul Burch, Jail Captain Karen Humphrey,
Chief Deputy Ron Volkert, Patrol Captain Roland Thompson, Medical
Examiner Marty Shanklin, Communications Director Bruce Brantner and
Renee Carufel.
Meeting called to order at 9:00 a.m. by Chairman Krueger. Motion to
adopt the agenda as published by Kellaher/Dowd. Carried.
Date of next meeting April 7, 1998 9:00 a.m.
Motion to approve the minutes of Feb. 6th by Dowd/Kellaher.
Carried.
MEDICAL EXAMINER'S REPORT: Shanklin reported that there were no
autopsies in February. Motion by Kellaher/Dowd to approve the
vouchers of $2239.48. Carried. There were ten cremations for the
month of Feb. bringing in a revenue of $650.00
BUILDING SECURITY UPDATE: Sheriff Burch reported he will present a
report to the Finance Committee on the cost of a limited term
employee for added security in the building for the rest of this
year.
K-9 UNIT UPDATE: Sheriff Burch presented the cost analysis to have
the K-9 unit. James Sanders was chosen to be the canine officer.
Our dog's name is Ar-go and is being trained as a patrol dog with
emphasis on tracking and drugs. Motion to approve the $10,000
expenditure to set up the K-9 unit from the confiscated drug fund
by Lee/Dowd. Carried.
SHERIFF'S REPORT: Sheriff Burch requested $3050.00 from the
Polk/St. Croix drug fund for 8 shotguns and 3 hand guns which are
replacement weapons for our officers. We will be trading in 6
shotguns or other guns. Motion by Dowd/Kellaher for approval to
spend $3143.00 from the Polk/St. Croix drug fund. Carried.
Sheriff Burch also reported that Dean Rossing will be teaching
motorcycle training at WITC in New Richmond to other law
enforcement officers.
Sheriff Burch informed the committee that there is a concert
scheduled in Somerset for May 23rd and 24th. They are expecting up
to 47,000 people in attendance. The promoters are already working
on patrol overtime costs to the County.
CHIEF DEPUTY'S REPORT: Chief Volkert reported that the Dave Hake,
Union President, requested purchasing uniform coats for all the
jailers. The cost would be about $175 each for 26 jailers. The
Department could not justify this expense at this time. They
suggested having a jacket available to use if needed such as
transporting inmates to the doctor's office, etc. No other action
was taken at this time.
BILLS & VOUCHERS: Motion by Dowd/Kellaher to approve the bills of
$35,665.86 for the Jail and $13,501.70 for the Sheriff's
Department. Carried. The average daily population of inmates for
the month of February was 110. Revenues for the month of February
were $107,697.86.
PATROL CAPTAIN'S REPORT: Captain Thompson reported this is a busy
time of year retraining patrol officers. The Speed Wave Grant was
received but will wait until summer to spend it when there will be
more overtime.
JAIL CAPTAIN'S REPORT: Captain Humphrey reported that the United
States Marshals sent us some inmates to house that were very hard
to take care of. We had to return some of them to the Feds as they
caused too many discipline problems.
Captain Humphrey also reported that Lang and Associates will be
able to present something to this committee by the end of March on
the replacement of the electrical panels in the jail. Humphrey
asked for five jailers to volunteer to give us their input on which
kind of panels would be best as they will be the ones working
directly with the new panels.
DISTRICT ATTORNEY'S REPORT: Motion by Dowd/Kellaher to approve
$1165.43 for the District Attorney. Carried.
Chairman Krueger reported that there was a CLUES meeting yesterday.
We are in the middle of a four step process to upgrade the computer
system. We will be able to expand to New Richmond and other
municipalities very shortly. We are still investigating other
computer companies to replace CLUES.
Motion by Dowd/Kellaher to adjourn to 10:30 a.m.
