Bob Gunderson was excused. STAFF PRESENT: Sheriff Paul Burch, Jail Captain Karen Humphrey, Administrative Assistant Mary Martell, Chief Deputy Ron Volkert, Patrol Captain Roland Thompson, Medical Examiner Marty Shanklin, Child Support Administrator Lynn Holmes and Renee Carufel. Meeting called to order at 9:00 a.m. by Chairman Krueger. Motion to adopt the agenda as published by Kellaher/Dowd. Carried. Date of next meeting Fri., March 6, 1998, 9:00 a.m. Motion to approve the minutes of Jan. 8th, Jan. 26th and Feb. 2nd by Dowd/Mehls. Carried. MEDICAL EXAMINER'S REPORT: Shanklin reported one autopsy for January, a 59 year old female. He also reported that he has five assistants working with him and has another one in training. He tries to rotate calls so they are all working about the same hours. Motion by Kellaher/Mehls to approve $3708.26 for his costs for January. Carried. SHERIFF'S REPORT: Burch welcomed Ron Volkert to the committee meeting as the new Chief Deputy. He will assume his duties on February 16th. REQUEST LEAVE OF ABSENCE:. Martell explained that Nicole Cudd had a baby and is requesting a leave of absence until March 16th as a maternity leave because she did not have enough PTO acquired at this time. Motion to grant leave of absence for her until March 16th by Kellaher/Mehls. Carried. PATROL CAPTAIN'S REPORT: Thompson reported on Feb. 1, 1998 we had the 1st fatality of the year, an 82 yr old female passenger in a car accident. He also reported that he has received the funds for the speed -wave program and will start anytime within the next few months. Sheriff Burch commended Captain Thompson on the excellent work he has done obtaining this grant. JAIL CAPTAIN'S REPORT: Humphrey reported that Randy Lang from Lang Associates, Inc. has visited and received all the building plans while he inspected the building. He would like to attend the next committee meeting to present a cost of repair for the jail panels. The average daily population for January was 105. We have had several requests from other counties even as far away as Lincoln County for bed space. The US Marshall requested space for Federal inmates also. We do house them when we have space. Sheriff Burch reported on the termination of a jailer based on the recommendation from the Personnel Director. He also reported on the status of the canine unit. We will be able to get into the training class in March. He checked on the additional cost of insurance and there will be no increased cost unless the County decides to have extra insurance with the K-9 unit which could cost between $5-10,000. The cost of training including the dog will be about $1500. Supervisor Dowd asked if there was any progress on the sergeant positions in the Jail. Sheriff Burch said he has asked the union to present something to the department regarding this as they turned down the department's last offer. Chairman Krueger updated the committee on the Clues program. There is still a need to upgrade our software package. We are proceeding ahead at a much lower cost than was expected. We are actively seeking a new software supplier. BILLS & VOUCHERS: Motion by Mehls/Dowd to approve $47,129.39 for the Jail. Carried. Motion by Kellaher/Mehls to approve $9320.15 for the Sheriff's Department. Carried. The revenues for the Sheriff's Department for January were $39,265.46 and the revenues for the Jail were $102,561.98 CHILD SUPPORT REPORT: Holmes informed the committee there is a one - day training seminar in Wisconsin Rapids on March 18, 1998. It would be in the best interest of the County to send a person from our Computer Services Department to the seminar. The seminar topic is on preparing the counties to take over all purchase and maintenance on the now state-owned KIDS equipment as of January 1, 1999. Administrative Coordinator John Krizek, Computer Services Director Kathryn Beutel and Holmes all agreed that we need this very important information in order to prepare for the 1999 budget process. Jim Williams has been selected to attend this seminar. Holmes also told the committee that she has been appointed to serve on the Wisconsin Child Support Enforcement Association Legislative Committee. This committee meets at various locations in the state throughout the year and may require use of funds from line item 157. The Public Protection Committee and Krizek are supportive of her participation on this committee. DISTRICT ATTORNEY'S BILLS: Motion by Mehls/Dowd to approve $1553.89. Carried. GOVERNMENT BUILDING SECURITY: Discussion was held on the security issues such as the mirror in the hall outside the County Clerk's counter, evidence box, alarm panels and using the public address system for emergency medical advice. Motion by Mehls/Kellaher to approach the Finance Committee concerning the progress on these issues. Carried. Motion to adjourn at 11:35 by Dowd/Kellaher. Carried.
