STAFF PRESENT: Sheriff Paul Burch, Chief Deputy Max Ihrke, Jail Captain Karen Humphrey, Patrol Captain Roland Thompson, District Attorney Eric Johnson, Process Server Tom Belongia and Renee Carufel. Meeting called to order at 9:00 a.m. by Bill Krueger. Motion to adopt the agenda as published by Dowd/Gunderson. Carried. Date of next meeting Feb. 6th at 9:00 a.m. Motion to approve the Nov. 7th minutes by Krueger/Mehls. Carried. Motion to approve the Dec. 5th minutes by Dowd/Mehls. Carried. Chairman Krueger welcomed Lee Kellaher to the Public Protection Committee and said farewell to Herb Giese, who resigned from this committee to serve on the Finance Committee. Giese expressed his gratitude to the Committee during his term on Public Protection. MUNICIPAL BILLING FOR THE USE OF THE JAIL: Sheriff Burch presented a letter from the Village of Somerset in which they are protesting payment of a bill from the Sheriff's Department. Humphrey explained the different charges that are incurred by municipalities. Jail assessment charges are a percentage of all tickets written. Municipal billing is for services rendered such as housing prisoners overnight. She also cited WI State Stats. 303.18 (2) which state that this is a proper charge to the Village of Somerset. The Committee recommends that a letter be written to the Village explaining this charge. DISTRICT ATTORNEY'S REPORT: Johnson presented the bills of $3732.64. Motion to approve by Gunderson/Kellaher. Carried. CHIEF DEPUTY'S REPORT: Ihrke reported on the cellular phone bills. All calls are long distance because all phones have a 612 number. As of February 98 the carrier will provide a 715 number so all calls will not have long distance charges in the Wisconsin area. Because this carrier promised us a Wisconsin number in June, the company gave us credit for all long distance calls since then which amounted to $7004. Ihrke thanked the members of the Committee for their support as this was his last meeting. He said we have a good set up and he is proud of it. PATROL CAPTAIN'S REPORT: Captain Thompson reported that on Dec. 19th we had the 9th fatality of the year on US Hwy 12; a 21 yr old male was killed in a single car accident which was alcohol related. He also reported that we were down in total accidents compared to past years. The Speed -Wave Grant was received but the money was cut 5001 by the Federal government. We could possibly recover this amount in the spring. We are looking at $12,000 instead of the $24,000 that was expected which will be used to pay for overtime of the highway patrol. CHIEF JAILER'S REPORT: Humphrey reported that the average daily population for the whole year was 102. The Immigration contract is still in Washington, D.C. waiting to be signed. Humphrey talked to Randy Lang about the repair of the Jail panels. He received the signed contract and they will be starting the work soon. She reported that the kitchen equipment is paid for now. When the Government Center was built it was supposed to take seven years to pay for the equipment with the 21 cent charge per meal but we paid for this in four years. BILLS & VOUCHERS: Motion by Mehls/Gunderson to approve $43,515.01 for the Jail, and $14,290.40 for the Sheriff's department. Carried. Revenues for the month of December were $128,659.61. MEDICAL EXAMINER'S REPORT: Motion by Mehls/Kellaher to approve the bills of $6238.80. Carried. There were eleven cremations bringing in a revenue of $550.00. SHERIFF'S REPORT: Burch reported there was a stabbing in the County this past month and a break-in at Shepherd' s Crossing in Deer Park. With the help of a County maintenance truck driver and a citizen the thieves were caught shortly after the crime. Burch also reported that we have received $29,000 from the sale of a ranch in California that was involved in a drug deal. We anticipate another $15,000 coming shortly from another drug bust. Sheriff Burch asked for permission to pursue information on a K-9 unit. A letter will be written to the St. Paul Police Department requesting information and a possible opening in their canine training class. The Committee also directed Sheriff Burch to obtain the cost of insurance for the K-9 unit. Belongia reported where we stand with the Clues program and about the time line to install the added equipment needed for the upgrade. Terminal Servicer boxes could be installed by March 1st. This is not the final solution but rather a "patch" for now. EXPENDITURE FROM POLK/ST CROIX DRUG FUND: Ihrke came before the Committee with three requests; 1. A different vehicle for the drug investigator. He found a '95 Olds Cutlas for $8522.00 with an antenna for $150.00 for a total of $8672.00. 2. We need to purchase two new radios for the drug investigators for about $3000 apiece. 3. The Department needs $4000 for buy money in drug deals. Motion by Dowd/Mehls to authorize the following expenditures from the Polk/St. Croix Drug Fund: $8522.00 for the Olds Cutlas, $150.00 for the disguise antenna, $6000.00 for two radios and $4000.00 for confidential money for a total of $18,672.00. Carried. Motion by Dowd/Mehls to go into closed session pursuant to WI Statutes 19.85 (1) (c), Considering Employment Promotion or Compensation of Public Employees. Carried. Roll call vote, all yes. Motion to reconvene into open session by Kellaher/Gunderson. Carried. Motion by Kellaher/Gunderson to approve the job description as shown in the letter dated 12/29/97 amended to remove the words "progressive supervisory" from the last paragraph on page 2. Carried. The Committee will use the following plan: both screening and interviews will consist of the entire Committee plus the Sheriff and the Personnel Director. We will attempt to fill the position from the inside and go to the outside only if necessary. The Personnel Director will post the position on 1-9-98 and remove it on 1/20/98. The screening committee will meet on Jan. 26, 1998 at 8:30 a.m. and the interview committee will meet on February 2, 1998 at 8:30 a.m. Motion to adjourn at 12:30 p.m. by Dowd/Gunderson. Carried.
