October 21, 1998 at the Sheriff' s Department in Hudson at 1 :30
P.M.
Present were: Brent Pickard, Miles Wittig, Gerald Larson, Don
Johnson, Dan Fedderly, Charles Grant, Eric Johnson, Theresa
Heil, Paul Burch, Dave Fenske, Chuck Mehls and Mary Martell.
Meeting was called to order by Acting Chairman, Captain Bob
Klanderman. No objections to add to the agenda the concern of
the Village of Woodville, reducing speed limit and
investigating the signage on Co. Rd. B and Hwy 12. Motion to
adopt agenda approved. Motion to accept minutes of July 8,
1998 meeting was made, seconded and approved. Mr. Fedderly
added, that St. Croix County was awarded 2 small roadway
safety project grants under $25,000.
UNFINISHED BUSINESS: None.
Upcoming meetings have been set for 1/13/99, 4/14/99, 7/14/99,
and 10/13/99. Motion made and seconded that the Chairman has
the authority to change if needed. Motion carried.
The group was informed that Mr. Craig Beckon was waiting to
speak in reference to his 10/1/98 letter (which was read) to
install another stop sign, as it is presently a 3-way stop, at
the intersection of Co. Rd. N & Y in relation to a 9/2/98, car
versus motorcycle traffic accident, and his 20 year -old son.
Craig and Kathy Beckon joined this meeting expressing their
concerns. Discussion was held. Captain Klanderman presented
information from a reconstruction performed by Deputy Rossing,
which implied that the speed was not a contributing factor,
but human error. Mr. Pickard of the Bureau of Transportation
Safety addressed the issues of adding another sign. The
Beckon's were informed that the group would take their issues
under consideration and would receive a written response.
Mr. Fenske of the WI DOT viewed the area and concurred with
the reconstruction analysis. Additional discussion was held.
Motion was made and seconded to recommend leaving as signed.
Motion carried.
Request to keep 180th at reduced speed during detour was
addressed at the last meeting request was to be sent to
Township. Captain Klanderman will follow up with Zimmerman.
Request for a 4-way stop or rumble strips at intersection of
Co. Rd. C and CC with 210th, and a suggestion to put red
flashing lights east bound at Wall St. and a yellow flashing
light on Wall St., as well as reducing the speed was
discussed.
Mr. Fedderly, Mr. Fenske and others agreed that a 4-way stop
is not the solution. Mr. Mehls state that it has been
primarily local people, mostly going east to west and
suggested more police coverage at dusk. -
Mr. Fedderly suggested bringing the issue before the Highway
Safety committee to possibly use the grant monies (small
roadway safety projects under $25,000) to aid the
municipalities -- which the County does for highway
improvements. Motion was made and seconded to recommend to
the Highway Safety Committee to proceed with rumble strips,
flashing lights, over -sized stop signs, and doubling signage.
Motion carried.
The Village of Woodville and their concerns with reducing the
speed limit on Hwy 12 and to investigate the signage on Co.
Rd. B was discussed.
Recommendation was made to refer to the WI DOT to study and
review. Mr. Fedderly suggested to study the speed. An update
is to be provided to the group at the next meeting.
Motion was made and seconded to adjourn. Carried.
Respectfully submitted,
Acting Secretary, Mary J. Martell
