CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of October 7, 1998 The meeting was called to order by Vice-chairman, King at 8:00 A.M. Roll call was taken with Dowd, Grant, and King in attendance, with Jacobson and Sinclear meeting the group in Hudson. Staff members present included Fedderly, Schofield, and Ramberg. A motion was made by Grant, seconded by Dowd, to adopt the agenda as published. Motion carried. A motion was made by Dowd, seconded by Grant, to schedule the next meeting for November 9, 1998 at 9:00 A.M. with Grant and Sinclear reviewing vendors at 8:30 A.M. Motion carried. A motion was made by Grant, seconded by Dowd, to approve the minutes of the September 8, 1998 meeting as mailed to the members. Motion carried. A motion was made by Dowd, seconded by Grant, to approve the minutes of the August 27, 1998 Joint Transportation Committee and Planning, Zoning, and Parks Committee meeting as mailed to the members. Motion carried. Approve Vouchers for Payment: Dowd and King reviewed the vouchers at 7:00 A.M. A motion was made by King, seconded by Dowd, to approve the vouchers for payment. Motion carried. Review Fund Balances: Ramberg reviewed the September 15 fund balances. Review Highway Safety Minutes: Grant, Schofield, and Ramberg handed out and reviewed the August 20, 1998 Highway Department Safety Committee Minutes. 1999 Budget Review/Joint Meeting with Finance at Courthouse: The Committee met with the Finance Committee at the Hudson Government Center at 8:55 A.M. The group discussed the Surveyor budget, outside revenues, county commitment to get the outside revenues, miles of road addressed with the increased funding, and work done for local governments. Review and View 1998 Project Status: The Committee viewed the 1998 CTH "TT" and the CTH "UU" highway projects underway in route to the Hammond office. 1999 Budget Review: Fedderly reviewed the CTH `UU' and Carmichael Road intersection improvement possibilities. Turn lanes and other improvements will allow higher capacity of traffic for that intersection. Discussions with the City of Hudson continue. An engineering analysis will assist in these discussions with the city. A motion was made by Dowd, seconded by Jacobson, to designate $2,000.00 toward a study of the CTH "UU"/Carmichael intersection in a joint effort to improve the intersection with the City of Hudson funding a matching $2,000.00. Motion carried, with Grant voting no. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 October 7, 1998 Seminar Attendance Requests: An equipment demonstration, for units being considered to purchase, is scheduled for October 8-9, 1998 at Tomahawk, WI. The Highway Department Annual Safety seminar is scheduled for October 23, 1998. St. Croix County Highway Department will be hosting the District 6 fall meeting at the River's Edge in Somerset on October 30, 1998. A motion was made by Grant, seconded by King, to authorize two Highway Department employees to attend a "Heating and Ventilating Maintenance" course at Wisconsin Indianhead Technical College in New Richmond on November 4, 1998 for $25.00 each. Motion carried. A motion was made by Dowd, seconded by Grant, to refer the request to the Traffic Safety Commission for a recommendation. Motion carried. Fedderly reviewed the Stillwater Bridge Braun report of bridge location alternatives. Discuss Somerset Pit Alternatives and Proposals: Fedderly reviewed the independent appraisal received on the Somerset pit. The appraisal is considerably higher than the Village of Somerset's offer. The acreage has been confirmed. The Village of Somerset has a meeting scheduled for October 20, 1998. Fedderly will call them to see if the Somerset pit issue is on their agenda. Review and Discuss Machinery Management 1999 Equipment List: Fedderly and Schofield handed out and reviewed the current prioritized equipment list and specifications established by the Machinery Management Committee. A motion was made by Jacobson, seconded by King, to approve and send out the hauling and maintenance truck proposals and specifications as handed out. Motion carried. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 October 7, 1998 Review and Discuss Inventory Fund Balance: Fedderly and Ramberg reviewed a ten-year history of the highway department inventory fund. The fund has been running a negative fund balance over the last few years, but the spreadsheets show the liquidation value of the fund has increased. Various items have increased in value and quantity on hand which explains the change in fund balance, such as culverts, bridge materials, and repair parts. A motion was made by Sinclear, seconded by King, to accept the inventory fund analysis as presented. Motion carried. Award LP Bids for 1998-1999 Heating Season: Schofield reviewed the LP (liquid petroleum) quotes received for the 1998-1999 outlying shop building heating season. A motion was made by King, seconded by Dowd, to accept the Skoglund Oil Company, Inc. quote at a price of $.438 per gallon on a "keep -fill" basis. Motion carried. Adjournment: A motion was made by Grant, seconded by King, to adjourn at 1:25 P.M. Motion carried. SECRETARY
