MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of September 8, 1998
The meeting was called to order by Chairman, Sinclear at 8:03 A.M. The
September 2, 1998 meeting had been re -scheduled for September 8, 1998,
with all proper publications being made.
Roll call was taken with Dowd, Grant, Jacobson, King, and Sinclear in
attendance.
A motion was made by King, seconded by Grant, to adopt the agenda as
published. Motion carried.
A motion was made by Jacobson, seconded by King, to schedule the next
meeting for October 7, 1998 at 8:00 A.M. with Dowd and Sinclear
reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by Grant, seconded by Jacobson, to approve the
minutes of the August 18, 1998 meeting as mailed to the members.
Motion carried.
Approve Vouchers for Payment: Grant and King reviewed the vouchers at
7:00 A.M. A motion was made by King, seconded by Grant, to approve the
vouchers for payment. Motion carried.
Review Fund Balances: Ramberg reviewed the administration, machinery,
and maintenance fund balances as of August 31, 1998. A motion was made
by King, seconded by Sinclear, to approve the fund balance report as
presented. Motion carried.
Review Highway Safety Minutes: Grant, Schofield, and Ramberg and handed
out and reviewed the July 23, 1998 Highway Department Safety Committee
Minutes. The Highway Department Annual Safety seminar is being planned
for October 23, 1998.
Dave Fodroczi, St. Croix County Planning Director, and Schofield
discussed the safety issues resolved for the "Clean Sweep Collection
Program". The program is scheduled for Saturday, September 26, 1998.
The Hudson highway shop is one of the proposed locations. In a joint
effort, the Highway Safety Committee met with the administrators of the
program and walked through the Hudson shop addressing the safety
concerns.
A motion was made by King, seconded by Jacobson, to authorize the use
of our Hudson shop location for the Clean Sweep Program scheduled on
September 26, 1998 on a trial basis; with follow-up discussion taking
place to review the safety items addressed. Motion carried.
Discuss Old Hudson Shop Status: Fedderly reviewed that the sale of the
old Hudson shop is complete. The current renter and the new owner will
have to resolve occupancy issues between themselves. The site and
buildings were sold for a total of $172, 500.00 with the rent from the
site adding up to an additional $31,500.00 throughout the time the site
has was for sale. With the monthly rental amounts negotiated
throughout the 26-month rental period.

Discuss Somerset Pit Alternatives: Fedderly noted that the independent
appraisal of the Somerset pit is complete. Halling is reviewing the
appraisal for accurate boundaries and acreage. The Village of Somerset
has taken no further action on the issue. The Transportation Committee
can meet with the Village Board on October 20, 1998 at 7:30 P.M.
Review./Award Salt Proposals for 1998-1999 Winter Maintenance Season:
Fedderly and Schofield reviewed the salt proposals received at the
August 5, 1998 meeting. A motion was made by Grant, seconded by Dowd,
to award the salt proposal for the 1998-1999 winter season to the low
proposer, Morton Salt, at a price of $26.00 per ton, FOB St. Paul.
Motion carried.
A motion was made by Dowd, seconded by Jacobson, to award the calcium
chloride proposal for the 1998-1999 winter season to the low proposer,
Van Waters and Rogers, at a price of $0.288 per gallon delivered for
liquid calcium chloride; $6.40 per 50 pound bag for dry calcium
chloride delivered; and $6.20 per 50 pound bag for dry calcium chloride
FOB St. Paul. Motion carried.
Review and Approve CTH "TT" "Cost Reimbursement Contract": Fedderly
reviewed the WisDOT paving contract that reimburses St. Croix County
Highway Department for resurfacing of CTH "TT" because it was used as a
detour while USH 12 was being resurfaced in 1997. A motion was made by
Grant, seconded by King, to approve and sign the WisDOT CTH "TT"
resurfacing contract for $107,374.52. Motion carried.
Review CTH "UU" Speed Limit Reduction Request: Fedderly reviewed a
request to lower the speed limit on CTH "W". Under statutory limits,
the Transportation Committee has the authority to change the speed
limit on county roads up to 10 MPH from the statutory 55-MPH limit
without going to WisDOT for any approvals. Any lower speed limit than
45-MPH will take further investigation and justification through
additional engineering studies.
A motion was made by King, seconded by Dowd, to install the new signs
being set-up on CTH "UU" at 45-MPH all the way through the project.
Motion carried.
1999 Budget Review: Fedderly handed out the Highway Department 1999
budget booklets for review. The group discussed various items in the
budget with no changes.
Jacobson was excused at 9:10 A.M.
Initial Machinery Management Meeting for 1999 Equipment Needs List:
Fedderly handed out the latest list of equipment, building, computer,
and other draws on the Machinery Fund being considered for the 1999
budgetary concerns. The Machinery Management group has been divided
into sub -committees to investigate various aspects of the list. More
prioritizing and changes will be made as investigations proceed.

Seminar Attendance Requests: Fedderly reviewed a request for eight
highway maintenance patrolmen to attend the 1998 Winter Road School on
September 22, 1998. The course trains snow plowing techniques and
other winter related topics. A motion was made by Dowd, seconded by
Grant, to authorize eight personnel to attend the Winter Road School
seminar at $35.00 each in Eau Claire, with six of the eight being
funded by WisDOT. Motion carried.
Fedderly reviewed a Chainsaw Safety course being offered on November
4,1998 in Eau Claire. A motion was made by Grant, seconded by Dowd, to
authorize up to eight Highway Department employees to attend the
Chainsaw Safety course at $35.00, with half of the costs being funded
by WisDOT. Motion carried.
Fedderly reviewed a request for Harer to attend a Surface Systems Inc.
(SSI) seminar in Minneapolis for the weather tracking system. A motion
was made my Dowd, seconded by King, to approve Harer to attend the SSI
weather -training workshop on September 15, 1998 for $109.00. Motion
carried.
Fedderly reviewed a request for two employees to attend the Wisconsin
Counties Highway Superintendents' and Foremen's Association (WCHSFA)
conference on October 15-16, 1998 in Fontana, WI. A motion was made by
Dowd, seconded by Grant, to authorize two Highway Department foremen to
attend the WCHSFA conference at $47.00 each. Motion carried.
Announcements and Correspondence: Fedderly handed out a memo from
WisDOT asking for input on the development of a Winter Maintenance
Concept Vehicle (patrol truck). This pilot project will be looking at
new ideas in the winter maintenance industry regarding design and
application of winter maintenance equipment.
Fedderly noted that the Village of Woodville has officially been
granted a "TEA" grant for the development of a new road leading to
their industrial park. The Village of Woodville will be req
uesting
that this new road be signed as CTH "B" after completion and the
current CTH "B" will be taken over by the local governments.
Fedderly reviewed the latest conversations with Mark Malzacher (CTH "I"
project) over the value of his six trees. Mr. Malzacher refused the
Transportation Committee's offer of $3,800.00 for restitution of the
private contractor destroying his six trees. He is asking for
$12,000.00 to stay out of court. The group discussed alternatives
available in resolving this issue. A motion was made by King, seconded
by Dowd, to authorize Fedderly to negotiate further with Mr. Malzacher
for the loss of his trees. Motion carried.
