MINUTES OF THE JOINT ST.CROIX COUNTY
TRANSPORTATION COMMITTEE & PLANNING, ZONING, AND PARKS COMMITTEE
Meeting of August 27, 1998
Call to Order: The meeting was called to order at 10:18 A.M.
Roll Call: Roll call was taken with Grant, Jacobson, Jensen, Larson,
Luckey, Raymond, and Sinclear in attendance with Dowd arriving at 10:40
A.M. Hense and King were excused.
Others present included staff members Fedderly, Fodroczi, and Ramberg;
as well as WisDOT staff member Terry Pederson.
Review Highway 35 Corridor Management: Pederson reviewed the plan layout
for the new STH 35 route from River Falls to I-94. Construction is
scheduled for 1999. The state is looking for local input as to the
preferred alternatives and other measures preferred to preserve the
corridor.
Pederson commented on making a wise investment in the project. A plan
needs to be implemented so the local governments are able to handle the
pressures future developments put on the intersections.
Various alternative intersections were discussed. (See the enclosed
"STH 35 Corridor Alternatives" spreadsheet.)
The group discussed the project, access, land use, safety, preservation,
as well as alternatives available. (See the enclosed "WisDOT STH 35
Corridor Preservation" outline.)
The group preferred alternatives that kept both overheads in the plan,
and preserved the corridor the most, while following up with an access
closure project.
A motion was made by Sinclear, seconded by Dowd, to (with agreement from
the Town of Troy) favor the alternative (#4) that provides the least
disruption; the most connectivity, with relatively equal cost on the
local system; implement the project in the shortest time -frame as
possible; as well as receive input from the Town of Troy. Motion
carried.
The group is anticipating the influence from the Town of Troy to fully
continue support and endorse alternative -four. If a memorandum of
agreement is received from the Town of Troy a more formal endorsement
can be made.
Adjournment: A motion was made by Sinclear, seconded by Raymond, to
adjourn at 12:10 P.M. Motion carried.
