CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of August 18, 1998 The meeting was called to order by Chairman, Sinclear at 8:05 A.M. Roll call was taken with Dowd, Grant, King, and Sinclear in attendance, with Jacobson excused. Staff members present include Fedderly and Ramberg. A motion was made by Grant, seconded by Dowd, to adopt the agenda as published. Motion carried. The next three meetings were previously set for August 27, 1998 at 10:00 A.M.; August 27, 1998 at 1:00 P.M.; and September 2, 1998 at 8:00 A.M. with King and Sinclear reviewing vendors at 7:00 A.M. A motion was made by Jacobson, seconded by Dowd, to approve the minutes of the August 5, 1998 meeting as handed out to the members. Motion carried. Announcements and Correspondence: Fedderly and the Committee discussed the closing earlier today on the old Hudson shop property, as approved at the last meeting. The appropriate paperwork was completed with K-2 Properties (previously Diesel Supply) along with the final payment of $138,000.00, bringing the total sale to $172,500.00. These funds will be utilized to offset future highway shop costs presently being considered. Discuss Somerset Pit Alternatives: Sinclear reviewed discussions held the previous week, with representatives from the Village of Somerset and Cedar Corporation. The Village of Somerset feels the Somerset pit sale price, set by the Transportation Committee, is too high. The Village feels that if the county does not come down to their price, the sale is off and they may assess the county. A motion was made by King, seconded by Grant, to hire Dale Johnson of Western Wisconsin Real Estate Company to appraise the Somerset pit property for an unbiased, fair, and independent assessment of the land values. Motion carried. Discuss CTH "I" Trees: Fedderly reviewed a landowner's (Mark Malzacher) dispute over the value of yard trees within the right-of-way. The private contractor hired by the Highway Department to construct the road took these trees down during the construction of CTH "I". There was an agreement (between the Highway Department and the landowner) to keep the trees but, the contractor inadvertently took six spruce trees down during construction. During the original negotiations for right-of-way, the landowner agreed to the removal of the trees for $3,800.00, but the Highway Department decided to adjust the plans in an effort to try to accommodate keeping the trees for the landowner. The proposed value of the trees is high, yet reasonably consistent with state guidelines for the value of such trees. A motion was made by Sinclear, seconded by Dowd, to approve payment of $3,800.00 to Mark and Valerie Malzacher for reimbursement of the six spruce trees removed. Motion carried. ST.
