CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of July 8, 1998 The meeting was called to order by Chairman, Sinclear at 8:06 A.M. Roll call was taken with Dowd, Grant, King, and Sinclear in attendance, with Jacobson excused. A motion was made by King, seconded by Dowd, to adopt the agenda as published. Motion carried. A motion was made by King, seconded by Grant, to schedule the next meeting for August 5, 1998 at 8:00 A.M. with Jacobson and Sinclear reviewing vendors at 7:00 A.M. Motion carried. A motion was made by King, seconded by Dowd, to approve the minutes of the June 8, 1998 meeting as mailed to the members. Motion carried. Approve Vouchers for Payment: Sinclear and Grant reviewed the vouchers at 7:00 A.M. A motion was made by Grant, seconded by Sinclear, to approve the vouchers for payment. Motion carried. Review Fund Balances: Ramberg reviewed the June 30, 1998 fund balances and compared them to the June 30, 1997 fund balances. A motion was made by Dowd, seconded by Grant, to approve the report of financial status as presented. Motion carried. Review Attendance Requests: Fedderly reviewed a request for Ramberg to attend an ADP (Automated Data Processing) payroll processing course. A motion was made by Grant, seconded by Dowd to authorize Ramberg to attend the ADP payroll processing course on July 20, 1998 in Bloomington, MN to assist in the computer migration off the present county HP3000 mainframe payroll software. Motion carried. Fedderly reviewed a "Grammar and Usage" seminar request in Eau Claire on August 19, 1998 to enhance the writing of minutes and other correspondence. A motion was made by Grant, seconded by King, to authorize three Highway Department office staff to attend the "Grammar and Usage" seminar at $99.00 each. Motion carried. Announcements and Correspondence: Fedderly noted several highway related upcoming meetings and events. The July 15, 1998 Jurisdictional Study meeting has been changed to August 19, 1998 at 9:00 A.M. The District 6 golf outing is scheduled for August 20, 1998 at Chippewa Falls. A Caterpillar factory tour is available for interested parties on August 11-13, 1998. An ARTBA sponsored national construction equipment (CONEXPO-CON/AGG'99) show is scheduled for March 22-26, 1999. Fedderly handed out and discussed several correspondence received. Jim Rusch sent a note thanking the Committee for the retirement certificate of appreciation. A WisDOT letter notes that STH 64 will be resurfaced in 1998 between Somerset and new Richmond and a July 13, 1998 pre - construction meeting for this project will be held at the Highway shop at 10:00 A.M. Several citizen letters and signatures have been received supporting bike lanes added to the upcoming STH 65 project. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 July 8, 1998 Fedderly reviewed his letter sent to Charles Thompson, WisDOT Secretary of Transportation, noting the need to eliminate any and all mandates regarding metrication of the local highway system; with Thompson's response noting that WisDOT has decided to return to preparing plans, specifications, estimates, and other documents using the customary (English) units. The CTH "G" chipseal project raised questions as to the road oil applied from Koch oil refinery that caused the oil setup time to be delayed and the rain later in the day caused setup problems. Corrections are being worked out with Koch Materials Company. Fedderly reviewed the Juneau County "pothole" court case information received to date. The City of New Richmond will be utilizing CTH "K" as a detour during their annual Fun Festival parade on July 12, 1998. Other Business: Fedderly reviewed a WisDOT I-94 (from USH 12 to STH 65) construction notice for 2001 work. The notice indicates that due to the scope of the project, and the traffic control issues; it would be very unsafe to keep the weigh scale open during construction. A motion was made by Sinclear, seconded by King, to forward this notice to the County Board with our support of this recommendation, with regrets, and the reasons why. Motion carried. A WisDOT maintenance request has been received for the Highway Department to perform chipsealing on STH 29. A motion was made by Dowd, seconded by King, to approve and sign the discretionary maintenance agreement as submitted by WisDOT. Motion carried. Discuss Old Hudson Shop Status: _Fedderly noted that he has not been contacted by David Kramer of Diesel Supply Company to schedule a closing date. A motion was made by Sinclear, seconded by King, to cash the bid bond submitted and give Mr. Kraemer until August 5, 1998 to close. Motion carried: Discuss Somerset Pit Proposal Alternatives and Counter Offer• Fedderly reviewed land and pit sale comparisons acquired since the last meeting. The group discussed assessments, payment options, and surrounding property values. A motion was made by Dowd, seconded by King, to submit a counter offer on the sale of the 50.71 acres to the Village of Somerset at $240,872.50 with no future county assessments. Motion carried. A motion was made by King, seconded by Dowd, to offer to sell 2.08 acres of the Somerset pit to the Town of Somerset at the same rate per acre for a total of $9,880.00. Motion carried, with Sinclear abstaining. Patrol Superintendent Update of Activities• Harer reviewed the major projects on the state, county and local road systems. State projects include I-94 culvert liners, STH 128 culvert installations, sign post safety retrofitting, and information center and weigh scale work. County projects include a very busy chipsealing, paving, and road construction, season. The new paver is working well. American Materials Company has completed the crushing operations in the Spooner quarry. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 July 8, 1998 Preliminary Budget Direction Discussions: Fedderly reviewed the state funding improvements and federal dollars versus county commitments needed as well as ongoing costs. We need to establish local commitment to roads by keeping highway funds with highways. Heath Care Center Work Update: Fedderly reviewed comparisons being made between the Highway Departments estimated costs to repair and pave the parking lot at the Health Care Center and bid amounts received. The Highway Department recommended measurement of the parking lot for quantitative purposes. Corporation Counsel felt it must be bid. The bids and the estimate are very difficult to compare because the bids do not show the depth of base, quantities, etc. that make up a quality product. Current Project Review and Viewing: The Committee discussed and viewed several projects in progress. Adjournment: A motion was made by King, seconded by Grant, to adjourn at 1:20 P.M.
