CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of June 8, 1998 The meeting was called to order by Chairman, Sinclear at 8:03 A.M. Roll call was taken with Dowd, Grant, Jacobson, King, and Sinclear in attendance. A motion was made by King, seconded by Dowd, to adopt the agenda as published. Motion carried. A motion was made by Grant, seconded by Jacobson, to schedule the next meeting for July 8, 1998 at 8:00 A.M. with Grant and Sinclear reviewing vendors at 7:00 A.M. Motion carried. A motion was made by King, seconded by Dowd, to approve the minutes of the May 7, 1998 meeting as mailed to the members. Motion carried. Approve Vouchers for Payment: Dowd and Sinclear reviewed the vouchers at 7:00 A.M. A motion was made by Sinclear, seconded by Dowd, to approve the vouchers for payment. Motion carried. Review Hudson Shop Proposals Received and Current Status: A motion was made by King, seconded by Jacobson, to accept the offer to purchase the old Hudson shop property from Diesel Supply Company, Inc. of Hudson for a total purchase price of $172,500.00, with a certified down payment check in the amount of $34,500.00. Motion carried. Paul and David Kraemer of Diesel Supply Company, Inc. Hudson, WI discussed the conditions of sale of the old Hudson shop property with the Committee. The current renter, existing and potential property use, planned road improvements, deeds, abstract, and real estate transfers were discussed. A motion was made by Jacobson, seconded by Grant, to authorize Fedderly to sign the appropriate paperwork for the property transfer when both parties are in a position to make the transfer on or shortly after June 30, 1998. Motion carried. A motion was made by Sinclear, seconded by King, to retain all revenues and funds received from the old Hudson shop property in Highway Department funds to offset future shop costs presently being considered. Motion carried. Donald Trent of China Wind Inc. discussed his current rental status of the old Hudson shop site with the Committee. No action taken. Mr. Trent was informed of the approved sale and the June 30th date to transfer ownership. Review Fund Balances: Ramberg and Fedderly highlighted the May 31, 1997 fund balances and reviewed financial procedures. Seminar Attendance Requests: The WCHA Summer Highway Conference is in Wisconsin Dells on June 9-11, 1998. Announcements and Correspondence: The Committee discussed concerns received over the use of our new Hudson shop for the "Clean Sweep" program. The Committee suggested that Fedderly write a letter suggesting the use of the old incinerator site for these "hazardous material" type purposes in the future. Fedderly handed out a WisDOT press release regarding stop signs in Star Prairie; and a letter from Representative Ron Kind explaining his efforts and the status of the Stillwater Bridge issue. Fedderly noted that the Village of Woodville will be requesting that CTH "B" be realigned and the signing of CTH "B" be continued from I-94 directly north through the new proposed Village of Woodville industrial park and west to existing CTH "B". CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 June 8, 1998 Discuss Somerset Pit Proposal Alternatives: Charlie Jones and Wendy Sanders of Cedar Corporation reviewed the Village of Somerset's formal gravel pit purchase proposal submitted to the Committee. The Committee is in acceptance of the proposed acreage and maps, but the price seems low. More investigation of area land prices will be gathered for the next meeting. Review STH 35 Access Management Alternatives:.Fedderly reviewed proposed maps, costs sharing options, intersections, overpasses, and at grade intersection closures in an effort to supply WisDOT with preferred alternatives from this Committee. The Committee reviewed alternatives and support the preference of the local townships involved. Review Maintenance Truck Box Proposals: Schofield and Fedderly reviewed proposals received for a one ton dump body. A motion was made by Dowd, seconded by Grant, to award the one ton truck box proposal to the low proposer, Monroe Truck Equipment of Marshfield, for one 11' Crysteel dump body for a total price of $3,531.00. Motion carried. Review Snow Plow and Snow Wing Proposals: Fedderly and Schofield reviewed the proposals received for three truck mounted snow plows. A motion was made by King, seconded by Jacobson, to award the snow plow proposal to Wisconsin Body and Hoist of Chippewa Falls for three Falls XPR-12 snow plows at a total price of $19,191.00. Motion carried. Schofield and Fedderly reviewed the proposals received for three truck mounted snow wings. A motion was made by Sinclear, seconded by King, to award the snow wing proposal to Universal Truck Equipment of Trempealeau for three Universal AHW-PDF 7' wings at a total price of $8,100.00. Motion carried, with Grant voting no. Review Skid Steer Proposals: Fedderly and Schofield reviewed the proposals received for one skid steer, with trade and mill head options. A motion was made by King, seconded by Dowd, to award the skid steer proposal to Polfus Implement of New Richmond for one Bobcat 863H skidsteer with a mill head and with trade for a net purchase price of $10,932.20. Motion carried. Review WisDOT Six Year Improvement Program Materials: Fedderly reviewed the proposed WisDOT Six Year Road Improvement Program. State roads in St. Croix County are proposed for approximately $124 million worth of improvements over the next six years; this is the highest improvement investment of any county in the district at this time. Safety Committee Update and Requests: Schofield reviewed a request by the Safety Committee to purchase a two-way headset unit for communications between the road surface maintenance truck driver and operator. The unit is also compatible with the existing two-way system currently operating at the Highway Department. A motion was made by Jacobson, seconded by Grant, to authorize the purchase of one two-way headset from Raasbach Communications at a price of $703.60. Motion carried.
