CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of May 7, 1998 The meeting was called to order by Chairman, Sinclear at 8:09 A.M. Roll call was taken with Dowd, Grant, Jacobson, King, and Sinclear in attendance. The Committee welcomed new member, Jack Dowd. A motion was made by Jacobson, seconded by King, to adopt the agenda as Published. Motion carried. With ballot voting the Committee reorganized with the following results: Chairman - Sinclear; Vice-chairman - King, Secretary - Grant. A motion was made by Grant, seconded by King, to schedule the next meeting for June 8, 1998 at 8:00 A.M. with Dowd and Sinclear reviewing vendors at 7:00 A.M. Motion carried. The District 6 spring meeting is scheduled for May 8, 1998 in Owen, WI. A motion was made by Grant, seconded by Jacobson, to approve the minutes of the April 8, 1998 meeting as mailed to the members. Motion carried. Approve Vouchers for Payment: King and Sinclear reviewed the vouchers at 7:00 A.M. A motion was made by Sinclear, seconded by King, to approve the vouchers for payment. Motion carried. Review Fund Balances, Ramberg and Fedderly highlighted the administration, machinery, and maintenance fund balances as of April 30, 1998. Seminar Attendance Requests• None Announcements and Correspondence Fedderly noted that the next Jurisdictional Study with WisDOT meeting is scheduled for May 14, 1998 at 1:00 P.M., and reviewed the Summer Highway Conference agenda. The conference will be held at Wisconsin Dells June 9-11, 1998. Grant reported that several Adopt -A -Highway applications and maps were taken at the Hudson Earth Day Celebration display held at the Hudson Willow River Elementary School. A thank you was also passed around from Lisa Damon on behalf of the Fern Bridge Gardens and the Hudson Earth Day Celebration. Fedderly passed around a "Take Your Daughter To Work Day" thank you; the WCHA Roadwork's newsletter from the WCHA President, Daniel J. Fedderly; and a Stillwater Bridge letter from Fedderly to Representative Ron Kind. Dowd also noted that there was a Stillwater Bridge editorial in the May 6, 1998 St. Paul Pioneer Press. Discuss Somerset Pit Proposal Alternatives Fedderly noted that there is no proposal submitted from the Village of Somerset as of yet. The proposal will be on the next meeting agenda. Fedderly reviewed the pits and quarries crushing proposals received. A motion was made by King, seconded by Grant, to award the low proposer, American Materials of Eau Claire for $1.70 per ton for stockpiled limerock; and $1.50 per ton for stockpiled gravel. A motion was made by King, seconded by Dowd, to award the low proposer, Marathon/Ashland Company of St. Paul Park, MN the - HFE (AMZ patching work) oil for $0.5800 per gallon; the AC/PG (hotmix) oil for $131.31 per ton; and the SC (coldmix) oil for $0.7307 per gallon. Motion carried. A motion was made by Grant, seconded by Jacobson, to award the low proposer, Koch Materials Company the CRS/Emulsion (sealcoating) oil for $0.6410 per gallon applied. Motion carried. Review and Award Hotmix Proposals: Fedderly reviewed the hotmix and coldmix prices at various locations received from Monarch Paving Company of Amery and Tower Asphalt, Inc. A motion was made by Jacobson, seconded by King, to approve the hotmix and coldmix prices and locations as submitted. Motion carried. Review and Award Sandy Creek Bridge Proposals: Fedderly and Schofield reviewed proposals and alternatives received for construction of the Sandy Creek Bridge in the Town of Glenwood. A motion was made by Dowd, seconded by King, to award the low proposer, Hoeppner Building Corporation for a concrete structure at a price of $58,873.20. Motion carried. Review and Approve Consultant Bridge Design Proposals: Fedderly and Schofield reviewed bridge design proposals for six bridges split in two contracts. Contract #1 is for three county -aid bridges in the Town of Emerald, and Contract #2 is for one bridge on CTH "S", one county -aid bridge in the Town of Cylon, and one county -aid bridge in the Town of Eau Galle. All the townships noted, except Eau Galle, have reviewed the proposals with Fedderly and have authorized the Transportation Committee to act on their behalf in securing the low proposal from the proposals received. A motion was made by Grant, seconded by Jacobson, to award the low proposer, Humphrey Engineering of Woodville, Contract #1 for a total price of $35,550.00, also accepting an additional $980.00 for each bridge that requires a third boring. Motion carried. A motion was made by Dowd, seconded by King, to award the low proposer, Humphrey Engineering of Woodville, Contract #2 for a total price of $38,992.00, also accepting an additional $980.00 for each bridge that requires a third boring and accepting a reduction of $1,650.00 if only one P. S. & E. is required; contingent upon contacting the Town of Eau Galle. Motion carried. (The Town of Eau Galle was contacted and approved of this action later in the day.) Receive Hudson Shop Offers to Purchase: The Committee opened and discussed offers to purchase received for the old Hudson shop site at 9:40 A.M. As noted in the invitation to make offers to purchase, the issue will be on the next agenda for further discussion and consideration. Discuss Overdue Accident Billings: Ramberg reviewed four old and uncollectible accident billings sent to individuals who have damaged Highway Department signs. A motion was made by Jacobson, seconded by King, to write off the four bills{ totaling $552.77, in an effort to keep ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 May 7, 1998 Review Scale Proposals: Schofield reviewed proposals received for one 40' X 11', 60,000 pound capacity yard scale. A motion was made by Dowd, seconded by King, to approve the low proposal from Kennedy Scales for a total price of $26,907.00 including 350' cables and two pedestals. Motion carried. Review and Approve A.U.P. Contracts: Fedderly reviewed Authorized Unit Price (AUP) contracts totaling $350,165.00 received from WisDOT for the following proj ects : CTH " I" , CTH " E" , CTH " UU" and CTH " TT" . St. Croix County Highway Department will be supplying the hauling and laying for these paving projects. A motion was made by Jacobson, seconded by Dowd, to approve and sign the A.U.P. contracts as presented. Motion carried. Review and Approve WisDOT Contracts for Services: Fedderly reviewed three separate contracts that WisDOT has asked the St. Croix County Highway Department to perform on a time and material basis: traffic control on I-94 during installation of Weigh In Motion (WIM) equipment; retrofitting of existing state wooden traffic sign supports to breakaway standards; and installation of culvert liners for rusted out culverts under I-94. A motion was made by King, seconded by Dowd, to approve and sign the WisDOT contract for traffic control services at an estimated $1,500.00. Motion carried. A motion was made by Grant, seconded by Jacobson, to approve and sign the WisDOT contract for retrofitting wooden sign traffic posts at an estimated $7,500.00. Motion carried. A motion was made by Jacobson, seconded by Grant, to approve and sign the WisDOT contract for installation of I-94 culvert liners at an estimated $90,000.00. Motion carried. Review 1998 Construction Status and Progress: Fedderly noted that the construction program is already underway. The Baldwin Ag. Center parking lot is being paved today; CTH "I construction is underway; and Scott Road construction is underway in the Town of Hudson and the Town of St. Joseph. The Committee congratulated George Menter for his years of service on the Transportation Committee with a plaque. Adjournment: A motion was made by Grant, seconded by King, to adjourn at 1:04 P.M.
