CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of April 8, 1998 The meeting was called to order by Chairman, Sinclear at 8:00 A.M. Roll call was taken with Grant, Jacobson, King, Menter, and Sinclear in attendance. A motion was made by Grant, seconded by King, to adopt the agenda as published. Motion carried. A motion was made by King, seconded by Grant, to schedule the next meeting for May 7, 1998 at 8:00 A.M. with King and Sinclear reviewing vendors at 7:00 A.M. Motion carried. The TDA annual meeting is scheduled for May 6, 1998 in Madison and the District 6 spring meeting is scheduled for May 8, 1998 in Owen, WI. A motion was made by Jacobson, seconded by King, to approve the minutes of the March 5, 1998 meeting as mailed to the members. Motion carried. Approve Vouchers for Payment Jacobson and Sinclear reviewed the vouchers at 7:00 A.M. A motion was made by Jacobson, seconded by Sinclear, to approve the vouchers for payment. Motion carried. Review Fund Balances: Ramberg highlighted the administration, machinery, and maintenance fund balances as of March 31, 1998. Seminar Attendance Re uests: Fedderly reviewed a request from the Highway Department Safety Committee to attend the annual Wisconsin Safety Council (WSC) seminar in Middleton, WI. A motion was made by Grant, seconded by King, to authorize two Safety Committee members to attend the two day WSC Safety Congress seminar at $270.00 each. Motion carried. Fedderly reviewed an MSHA required/sponsored mine safety training course. A motion was made by Jacobson, seconded by Grant, to approve the Mine Safety Training Seminar on Friday, April 24, 1998 at the Baldwin Ag Center for the employees involved in pit operations. Motion carried. The MSHA required, Annual First -aid Refresher Course is being scheduled to be held at the Baldwin Ag. Center by WITC Technical College on the same day. The Hudson Elementary Willow River School has requested the Highway Department to display an "Adopt -A -Highway" booth at their Earth Day celebration on April 21, 1998. A motion was made by Menter, seconded by King, to approve Grant and Schofield to make the arrangements with the school for the display. Motion carried. Fedderly noted a Fabco Season Opener open house in Eau Claire being held on April 17, 1998 and an American Materials open house being held on April 25, 1998. Review Hudson Shob Status: Donald Trent, Alex Cavalier, Steven Burstein, and Trever Sire, met with the Committee to discuss the old Hudson shop status. Fedderly read letters received since the last meeting from interested parties and updated those present on status of the old Hudson shop site. The site is clear to sell again by the Committee in whatever manner they deem is in the best interest to the county. February, March, and April rent is due with $31,500.00 of rent paid on the site to date. ST. A motion was made by Menter, seconded by Jacobson, to accept the Trent offer to purchase. A considerable amount of discussion followed. Roll call vote: Menter - yes; King - no; Sinclear - no; Jacobson - yes; Grant - no. Motion failed (3-2). A motion was made by Sinclear, seconded by King, to draw -up a request for proposals and send to Corporation Counsel for review with proposals received at the May 7, 1998 meeting. Motion carried with Menter voting no. The Committee discussed the old Hudson shop rent that is in arrears. Discuss Somerset Pit Proposal Alternatives• Tom Kuester and Wendy Sander of Cedar Corporation; Jeff Johnson and Robert Crotty of the Village of Somerset met with the Committee to discuss Somerset pit alternatives. Fedderly updated the group on alternatives discussed with Cedar Corporation and the Village of Somerset since the last meeting. The group discussed the area needed to be retained by the Highway Department for a future shop location; the southerly neighbors, the Town of Somerset, need for additional property; future access to the various properties; the right-of-way previously given to the Village by the Highway Department; the ball field present location and use; and future sewer and water assessments. The Village of Somerset proposed that each party take care of their own reclamation with an offer of $3,000."00 per acre for the higher areas and $1,000.00 per acre for the lower areas. Cedar Corporation will nail down the exact acreage on all the above issues and will split the billing between the Village of Somerset and the Highway Department. After these questions are answered, the Highway Department will review the proposal from the Village of Somerset. Receive Road Oil Proposals• Al Monaco of Marathon Ashland Petroleum LLC met with the Committee during the opening of the road oil proposals. Proposals were received for hotmix (AC) oil, coldmix (SC) oil, and emulsion (HFE/sealcoat) oil. Proposals were received from Koch Materials Company; Marathon Ashland Petroleum LLC; Murphy Oil USA, Incorporated; and Henry G. Meigs Incorporated. A motion was made by King, seconded by Grant, to authorize the Highway Department to purchase oils as needed from the companies that are able to supply until the next meeting. Motion carried. Highway Commissioner Performance Evaluation• Sinclear excused Fedderly and staff at 10:30 A.M. as the Transportation Committee conducted the Highway Commissioner performance evaluation. Fedderly and staff were invited back to the meeting at 10:55 A.M. Menter was excused from the meeting at 10:56 A.M. after the Transportation Committee and Highway Department staff thanked him for his years of service on the County Board and the Transportation Committee. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 April 8, 1998 Review and Award Milling and Crushing Proposals• Fedderly reviewed that the majority of work will be milling and crushing in 1998, the types of work scheduled, and the availability of the vendor's equipment. A motion was made by Sinclear, seconded by King, to award the milling and crushing proposal to Mathy Construction of Onalaska at $3,517.00 per mile for mill and crush; $.07 per square foot for municipal milling; $.10 per square foot for municipal milling with the six foot wide milling machine; and $2,250.00 per mile for reclaiming. Motion carried. Review and Award One Ton Truck Proposals• Schofield reviewed the one ton truck chassis proposals received, noting those that do not meet the specifications. The proposals that include the transmission opening as specified in the specs were discussed. A motion was made by Jacobson, seconded by Grant, to award the one ton truck chassis proposal to Roen Ford of River Falls (the low proposal that meets specifications) for one 1999 Ford 350 4X2 one ton truck at a total price of $20,408.00. Motion carried. Review and Award Shop Truck Proposals• Schofield reviewed the shop truck proposals received, noting those that do not meet the specifications and the combinations of truck and body that meet specs. A motion was made by King, seconded by Grant, to purchase the combination of truck and body that is low and meets specifications, and award the shop truck proposal to Randy Iten Chevrolet of Hudson for one 1998 Chevrolet 1 ton 4X4 truck at a total price of $20,183.94 and award the truck body proposal to Wisconsin Body and Hoist of Chippewa Falls for one MBC tool body at a total price of $9,300.00. Motion carried. Review and Award Centerlining Proposals• Fedderly, Harer and Schofield reviewed the centerlining painting proposals received. A motion was made by Jacobson, seconded by King, to award the centerlining proposal to the low proposer, Precision Pavement Marking (PPM) of Rogers, MN, at a price of $0.028 per lineal foot. Motion carried. Review and Award Truck Hydraulic Proposals• Fedderly, Schofield, and Harer reviewed the hydraulic proposals received for three maintenance trucks. A motion was made by King, seconded by Grant, to purchase three hydraulic units from the low proposer, Rousar's Welding of Rice Lake, for $9,107.00 each. Motion carried. Review and Award Truck Box Proposals• Schofield reviewed the proposals received for three maintenance truck boxes. A motion was made by Jacobson, seconded by King, to purchase three Galion 570U smooth bottom truck boxes from the low proposer, Menomonie Truck Equipment, at a total price of $12,960.00. Motion carried. Review and Award Culvert & Guardrail Proposals: Fedderly and Schofield reviewed culvert proposals received. A motion was made by Sinclear, seconded by Jacobson, to approve both proposals, Johnston/Fargo Culvert Company of New Brighton and Contech Construction Products of Shakopee, on an ability to supply and on an as needed basis for the 1998 construction season. Motion carried. Fedderly and Schofield reviewed guardrail proposals received. A motion was made by King, seconded by Grant, to reject all proposals due to the low proposal response and obtain quotes on an as needed basis throughout the year. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 4 April 8, 1998 Review 1998 Construction Program• Fedderly and Schofield handed out and preliminarily reviewed proposals received for construction projects. After further review, the Highway Department will award proposals based on the Committee discussions. Further review of the 1998 construction program will be scheduled for the next Transportation Committee meeting. Announcements and Correspondences• Fedderly noted that the Surface Maintenance Foreman position has been filled; the 4 X 10 summer work schedule has been approved by the Highway Department union and will begin April 27, 1998; a request for the use of the Highway Department's new Hudson shop for a "Clean Sweep" program is scheduled for Saturday, May 30, 1998 and Saturday, September 26, 1998. King noted a concern with kids creating unsafe driving conditions on the Johannesburg bridge. Grant and Fedderly will bring the issue to the Safety Committee that will meet later in the day. Fedderly handed out copies of the Highway Department's response to a tractor rent/purchase analysis requested by County Board Chairman Dorsey; and responses from representatives Kohl, Feingold, and Newman regarding ISTEA legislation. Fedderly read a Kolpack Company request for flashing yellow crosswalk light and crosswalk pavement lines on CTH "MM" in River Falls. A motion was made by King, seconded by Sinclear, to refer the Kolpack request to the Safety Committee. Motion carried. Fedderly noted that Harer has been asked to serve on a state-wide Pavement Maintenance Committee that will be assigned to create a uniform "pavement maintenance" section for the WisDOT maintenance manual. Fedderly reviewed a few statistics from the 1997 sign report assembled by Harer. There are about 10,000 signs on county road which is about 30 signs per county mile. Except for vandalism, county signs have been yielding about a nineteen year life. Adjournment: A motion was made by Jacobson, seconded by King, to adjourn at 12:04 P.M. Motion carried.
