MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of March 5, 1998
The meeting was called to order by Chairman, Sinclear at 8:10 A.M.
Roll call was taken with Grant, Jacobson, King, Menter, and Sinclear in
attendance.
A motion was made by Jacobson, seconded by Menter, to adopt the agenda as
published. Motion carried.
A motion was made by Grant, seconded by King, to schedule the next
meeting for April 8, 1998 at 8:00 A.M. with Jacobson and Sinclear
reviewing vendors at 7:00 A.M. Motion, carried.
A motion was made by King, seconded by Menter, to approve the minutes of
the February 9, 1998 meeting as mailed to the members. Motion carried.
Approve Vouchers for Payment• Grant and Sinclear reviewed the vouchers
at 7:00 A.M. A motion was made by Sinclear, seconded by Grant, to
approve the vouchers for payment. Motion carried.
Review Fund Balances• Ramberg highlighted the voucher payments being
made and the February 1998 ending fund balances.
Seminar Attendance Requests• There are no seminar attendance requests
this month, just reminders of upcoming events. Fedderly noted that the
annual TDA (Transportation Development Association) meeting is scheduled
for May 6, 1998 in Madison. Fedderly will be attending the March 9-11,
1998 TDA Washington D.C. Fly -in as requested by TDA and WCHA. An ISON
Equipment "Customer Appreciation Day" is scheduled for March 20, 1998 in
Eau Claire. A Skoglund Oil Company open house is also scheduled for
March 20, 1998 at the New Richmond American Legion. A Value Equipment
seminar is scheduled for today, March 5, 1998, with an open house on
March 6, 1998 in Baldwin.
Review and Discuss Mower Quotes Fedderly, Schofield, and Harer reviewed
the mower quotes received. A motion was made by Menter, seconded by
Jacobson, to accept the low proposal and purchase one Woods 5105 mower
from Kohel Implement of Cameron, WI for a total assembled price of
$4,550.00. Motion carried.
Review and Discuss Tractor Alternatives Schofield, Harer, and Fedderly
reviewed the tractor two year lease proposals received and the
alternatives associated with them and the current fleet. A motion was
made by Sinclear, seconded by King, to extend the lease on four tractors
with Polfus Implement for a package price of $14,700.00 per year. Motion
carried.
Joe Grant and Dave Larson of Glen Hills County Parks explained the Parks
Department tractor situation and asked the Committee for recommendations.
Due to the increase in tractor rental prices since the budget process,
alternatives will be looked at. The Committee recommended that the Parks
Department work with the Finance Department to take proposals for a
tractor and mower with written specifications required. The
Transportation Committee and Highway Department are willing to assist in
drawing up specifications and proposals.
Review Shop Truck Proposals: Schofield handed out and reviewed a draft
of the shop truck specifications and one -ton maintenance truck developed
by the Machinery Management Subcommittee. A motion was made by King,
seconded by Grant, to request proposals with the truck specifications

Other Business: Fedderly reviewed quotes received to remove the old tar
barrels from the Hammond yard as recommended by the Safety Committee.
Original quotes came in at over $12,000.00. After tests of the materials
and proper removal procedures outlined, the Committee recommended to
proceed with the clean-up at a cost of $4,904.20 from AETS (Advanced
Environmental Technical Services) of Menomonee Falls, WI.
Harer and Fedderly reviewed a shop request for a grease and oil
dispensing system for the fleet maintenance program. A motion was made
by Menter, seconded by Jacobson, to purchase one oil dispensing system
from Fuel Service, Inc. of Chippewa Falls, WI for a total price of
$2,333.36. Motion carried.
A motion was made by Menter, seconded by King, to purchase one grease
dispensing system from Fuel Service Inc. of Chippewa Falls, WI for a
total price of $1,365.69 to assist the shop fleet maintenance operation.
Motion carried.
Review Hudson Shop Status (1)• Fedderly presented a letter from Diesel
Supply Company, Inc. requesting to purchase the old Hudson shop property.
A motion was made by Sinclear, seconded by King, to not accept the offer.
Motion carried.
Jacobson was excused at 9:40 A.M.
Receive Milling and Crushing Proposals• Ed Bettinger of Kraemer
Corporation and Mike Welch of Mathy Corporation met with the Committee
during the opening of the milling and crushing proposals. Proposals were
opened for mill and crush per mile, milling within municipal limits per
square foot, six foot milling per square foot, and pulverizing per mile.
The Committee will review and award the proposals at their next meeting.
Discuss Somerset Pit Proposal Alternatives• Fedderly noted that the site
analysis on the pit has not been received from Cedar Corporation yet.
Review 111997 Retort of Financial Operations" Ramberg and Fedderly
reviewed the completed Highway Department 1997 financial reports.
Ramberg reviewed the "bottom line" comparing assets, liabilities, and
owner's equity to the previous year.
Announcements and Correspondences• Fedderly handed out copies of a thank
you regarding a book fair sign; a thank you letter from a prospective
employee interview candidate; weight restriction notices published in the
area newspapers; a part-time motor grader operator job description and
posting; a surface maintenance foreman job description and posting; the
February 1998 TDA newsletter; a Michigan state highway maintenance
newspaper article highlighting the high cost in privatizing road
maintenance; a WisDOT letter regarding the STH 65 project proposed
detours (210th Ave., CTH "C", "H", "K", and "CC"; and a STH 65 detour
route concern letter sent to WisDOT by Fedderly.
Fedderly reviewed the 1998 District Six Utility Meeting booklet, which
highlights all WisDOT--projects planned in district six for 1998; and the
status of the recent employee intervi 1

Review Hudson Shop Status (21 Donald Trent of China Wind, Inc. and
associate, Alex Cavaliar, met with the Committee to discuss the status
regarding the old Hudson shop site status at 11:05 A.M. Trent updated
the Committee on his funding progress and presented a letter indicating
his intent to submit a check to the Transportation Committee for
consideration to purchase the site.
Adjournment: A motion was made by King, seconded by Menter, to adjourn
at 11:15 A.M. Motion carried.
