MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of February 9, 1998
The meeting was called to order by Chairman, Sinclear at 8:06 A.M.
Roll call was taken with Grant, King, Menter, and Sinclear in attendance,
with Jacobson excused. Paul Kraemer of D.P. Ministorage was also
present.
A motion was made by Menter, seconded by Grant, to adopt the agenda as
published. Motion carried.
A motion was made by King, seconded by Grant, to schedule the next
meeting for March 5, 1998 at 8:00 A.M. with Grant and Sinclear reviewing
vendors at 7:00 A.M. Motion carried.
A motion was made by King, seconded by Menter, to approve the minutes of
the January 7, 1998 meeting as mailed to the members. Motion carried.
Approve Vouchers for Payment: Menter and Sinclear reviewed the vouchers
at 7:00 A.M. A motion was made by Sinclear, seconded by Menter, to
approve the vouchers for payment. Motion carried.
Review Fund Balances: Ramberg highlighted the voucher payments being
made, the 1997 ending fund balances, and the January 1998 ending fund
balances.
Seminar Attendance Requests: Fedderly reviewed a Sherman Industries
sponsored one day pavement maintenance seminar being held in Eau Claire
on March 10, 1998. A motion was made by Grant, seconded by King, to
authorize three to four crackfill crew members to attend at $70.00 each.
Motion carried.
Fedderly reviewed a UW-Madison sponsored roadway maintenance seminar in
Eau Claire on March 18, 1998. A motion was made by King, seconded by
Grant, to authorize six to seven county and state maintenance patrolmen
to attend at $35.00 each cost shared by WisDOT. Motion carried.
Fedderly reviewed a Wisconsin Safety Council sponsored one day seminar in
Eau Claire today, February 9, 1998, involving effective safety committees
recommended by the Highway Department Safety Committee. A motion was
made by Menter, seconded by King, to authorize the Highway Department's
Safety Committee Chairman and Vice-chairman to attend at $145.00 each.
Motion carried.
Announcements and Correspondences* Fedderly handed out copies of a
letter responding to a snowplowing complaint; a New Richmond News
magnesium chloride newspaper article; a TDA informational brochure; the
Federal Surface Transportation Funding Resolution passed at the recent
W.C.H.A. Winter Highway Conference. A motion was made by King, seconded
by Sinclear, to submit a similar federal surface transportation funding
resolution to the County Board. Motion carried.
Fedderly noted that the next jurisdictional study meeting is tomorrow,
February 10, 1998; the annual TDA meeting is on May 6, 1998 in Madison;
and the WCHA has requested Fedderly to participate in the Washington D.C.
TDA fly -in again this year in March.

Review Tire Truck Proposals: Schofield reviewed the tire truck proposals
received. Model year, body model, delivery, and price options were
discussed. A motion was made by King, seconded by Grant, to award the
low proposal of one 1997 Ford F-450, Stellar 1302 body, tire truck from
Wisconsin Body & Hoist of Chippewa Falls, WI with optional rear drawers
for a total price of $43,486.00. Motion carried.
Machinery Management Update: Schofield reviewed an updated list of items
prioritized by the Machinery Management Committee.
Review Old Hudson Shop Status: St. Croix County Corporation Counsel,
Greg Timmerman; China Wind owner, Donald Trent; St. Croix Valley Regional
Tourist Alliance representative and UW-RF Public Affairs Director Mark
Kinder; former Hudson Chamber of Commerce member, Gayle Zosel; local
author, John Bilello; and D.P. Ministorage owner, Paul Kraemer discussed
the status of the old Hudson shop site with the Committee.
Trent indicated that he would be ready to purchase the site later in the
day.
Kinders, Zosel, and Bilello expressed their support of the China Wind
project.
Kraemer expressed his dissatisfaction in the procedures taken regarding
the events leading up to today but admitted that everything has been done
legally to his knowledge.
Fedderly noted the difference between differing opinions and the legality
of procedures, along with the unforeseen events leading to the required
delays of this issue that were out of the hands of the Transportation
Committee; and the Committee has acted well within legal parameters as
well as treated all involved with respect and fairness.
Timmerman noted that the lawsuit brought on by Preston Reynolds against
China Wind/Donald Trent and St. Croix County which restricts the sale of
the property. Until the lawsuit is dismissed, the county cannot sell the
site to anyone.
Since the February 1998 rent has not been paid and the Reynolds lawsuit
has not been dismissed; no action will be taken by the committee at this
time and the issue will revisited at the next meeting.
Review Eligibility List: County Personnel Director, Debra Kathan
reviewed the scoring process used in determining the rankings of those
interviewed for the current eligibility list that will remain active for
12-18 months.

Corporation to assemble topographical information that will show actual
property lines and acreage between the county, Village of Somerset, and
the Town of Somerset for approximately $1,500.00. Motion carried.

The Committee will look at the additional information required to
evaluate the proposed purchase and address other questions involving
reclamation, price acceptability, and portions of the pit for sale.
Review and Discuss Tractor Alternatives• Schofield reviewed proposals
received for one front mount mower/snowblower/tractor. A motion was made
by Menter, seconded by Grant, to purchase one 1998 New Holland model
CM274 mower/snowblower/tractor from Value Implement of Baldwin, WI for a
total price of $18,850.00 and market the current Kabota front mount
mower/snowblower/tractor for sale. Motion carried.
Schofield reviewed proposals received for mowing tractors. A motion was
made by Sinclear, seconded by Menter, to purchase two 1998 New Holland
model TS100 mowing tractors with optional loaders and powershifts for
$34,590.00 each. Motion carried.
Review and Close Completed County -Aid Bridge Projects• Fedderly
reviewed the completed county -aid bridge projects and the total project
costs for each. Nineteen of the forty projects open have been completed.
A motion was made by King, seconded by Menter, to close the nineteen
projects and make the fund transfers into the unallotted county -aid
bridge account as presented. Motion carried.
Review and Close Completed County Construction Projects• Fedderly
reviewed the completed road construction projects and the total project
costs for each. Eleven of the twenty-four projects open have been
completed. The paving costs for these completed projects were charged to
this road construction fund and now these costs can be transferred to the
maintenance fund as planned. A motion was made by Grant, seconded by
Menter, to close the eleven projects and make the fund transfers into the
STP unallotted road construction account, the non-STP unallotted road
construction account and the maintenance fund as presented. Motion
carried.
Presentation of Retirement Certi€icate• The Committee presented William
Evenson with a retirement plaque and commending him for his 18 years of
service with the Highway Department.
Adjournment: A motion was made by Grant, seconded by Menter, to adjourn
at 12:05 P.M. Motion carried.
