MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of January 7, 1998
The meeting was called to order by Chairman, Sinclear at 8:00 A.M.
Roll call was taken with Grant, Jacobson, King, Menter, and Sinclear in
attendance.
A motion was made by Menter, seconded by King, to adopt the agenda as
published. Motion carried.
A motion was made by Jacobson, seconded by Menter, to schedule the
Jurisdictional Study Committee meeting for January 21, 1998 at 1:00 P.M.
and the following meeting for February 9, 1998 at 8:00 A.M. with Menter
and Sinclear reviewing vendors at 7:00 A.M. Motion carried.
A motion was made by Menter, seconded by Grant, to approve the minutes of
the December 8, 1997 meeting as mailed to the members. Motion carried.
Approve Vouchers for Payment• King and Grant reviewed the vouchers at
7:00 A.M. A motion was made by King, seconded by Menter, to approve the
vouchers for payment. Motion carried.
Review Fund Balances: Ramberg highlighted the voucher payments being
made, their effect on the fund balances, and the recent warm weather
effects on each fund.
Review and Discuss WisDOT 1998 Routine Maintenance Agreements (RMA's)•
Fedderly presented and reviewed the WisDOT RMA contract for 1998. These
contracts are now called routine maintenance agreements (RMA); they used
to be called authority for expenditures (AFE). There is new language in
these RMAs noting that WisDOT recognizes that there is not adequate
funding in these RMAs to match the WisDOT maintenance manuals, but they
do not indicate which activities are to be addressed first. A motion was
made by King, seconded by Grant, to approve and sign the RMAs presented,
accompanied by a letter noting that the budgeted monies are not adequate
to perform the duties listed in the state maintenance manuals or maintain
a level of service consistent with past years and requiring WisDOT to
prioritize the activities included in the agreements. Motion carried.
Review and Discuss Tractor Proposals• Fedderly, Harer, and Schofield
reviewed the tractor trade proposals received from Polfus Implement, Inc.
Additions and changes were discussed along with the additional monies
involved. A motion was made by King, seconded by Grant, to create a
machinery management sub -committee to look into the proposal presented
and possible alternatives that best meet the needs of the county. Motion
carried. Menter will serve as the representative from the Transportation
Committee.
The group discussed the timeliness of locking in on tractor lease prices
with John Deere before the next committee meeting. A motion was made by
Menter, seconded by Jacobson, to lease four of the six tractors discussed
at the lease rates proposed. Motion carried. The other tractor options
will be discussed after the sub -committee has an opportunity to recommend
an alternative.

Review and Discuss Maintenance Truck Proposals: Fedderly, Schofield, and
Harer reviewed the proposals received for three maintenance trucks. The
group discussed the recommended automatic transmissions versus the manual
transmissions, the extended warranties, and the differential locks. A
motion was made by Jacobson, seconded by Menter, to purchase three 1999
Freightliner model FL-80 trucks from River States Truck and Trailer with
engine analysis software, extended warranties, and differential locks for
a total cost of $160,404.00. Motion carried.
Machinery Management Update: Schofield reviewed the list of equipment
items prioritized by the Machinery Management Committee for 1998.
Proposals have been sent out on the tire truck and research is being made
on the yard scale, screening stacker, and a used scraper.
Review Hudson Shop Status: Fedderly noted that the January 1998 old
Hudson shop rent check of $2,000.00 has arrived from Donald Trent of
China Wind, Inc. with a request to rent the facility through January
1998.
Fedderly also presented an offer of $150,000.00 from Preston Reynolds to
purchase the old Hudson shop property along with correspondence from Mr.
Reynolds' attorney.
A motion was made by Sinclear, seconded by King, to accept the January
rent from China Wind, Inc. and continue to consider rental of the old
Hudson shop site until the pending lawsuit regarding the site is
resolved. Motion carried. The January lease agreement will be signed
shortly. The rental payments collected to date total $31,500.00.
Seminar Attendance Requests: Fedderly noted events that will be held at
the January 26-28, 1998 Winter Highway Conference in Appleton.
Announcements and Correspondences: Fedderly relayed interest expressed
by Paul Casey and Ralph Olson regarding selling portions of their land to
the Highway Department for future sand and gravel resources. The Dan
Casey land was also discussed as a gravel resource.
Grant and Fedderly will provide the requested adopt -a -highway information
and materials requested by the Willow River Elementary School in Hudson
for their April 21, 1998 Annual Community Earth Day Celebration.
Fedderly handed out copies of a magnesium chloride newspaper article; a
thank you card regarding the road work performed on CTH "N" Kinnickinnic
River area; a Senator Russell Feingold listening session invitation and
Fedderly's response letter; the WisDOT's plans for the STH 35 Somerset to
the north county line proposed improvements; the new "Roads Works" WCHA
newsletter compiled by WCA; the TDA WisDOT budget analysis; the Ayres and
Associates newsletter; and correspondence from a local author.
Review Underground Storage Tank Removal Closure: Fedderly reviewed the
shop waste oil storage tank removal remediation booklets prepared by
Cedar Corporation submitted to the DNR for closure.

Review and Discuss Engineering and Surveyor Rates: Fedderly and Ramberg
reviewed the engineering and surveying job description and costs. A
motion was made by King, seconded by Jacobson, to set the following
professional service rates effective January 1, 1998: Engineer =
$50.00/hour; Assistant County Surveyor = $40.00/hour; and Technicians =
$35.00/hour.
Other Business: Fedderly noted a concern expressed to him to revise the
Highway Commissioner's job description due to the recent county
resolution to utilize Fedderly as the County Surveyor. The Committee
does not feel it is necessary, since the Highway Department has been
performing the duties of the County Surveyor for some time. Fedderly
will confer with Personnel Director, Debra Kathan.
Adjournment: A motion was made by Menter, seconded by Grant, to adjourn
at 10:50 A.M. Motion carried.
